China dispels hopes of early breakthrough on NSG

China has said it is ready to continue its dialogue, to “build consensus” with India, on its membership to the Nuclear Suppliers Group (NSG). It also stuck to its guns regarding the decision to stall U.N. sanctions on Masood Azhar, the chief of the banned Jaish-e-Muhammad (JeM) group.

Briefing the media ahead of Chinese President Xi Jinping’s visit to India for the BRICS summit in Goa, Chinese Vice Foreign Minister Li Baodong made two points.

First, China was ready to continue its dialogue with India in order to “build consensus,” on its membership to the NSG. Second, India’s membership to the NSG would have to be based on the consensus among all members of the 48-nation club.


In August, India and China had established a NSG-specific dialogue mechanism headed by the Joint Secretary in the Disarmament and International Security Division in the Ministry of External Affairs (MEA) and his counterpart in the Chinese foreign office.
The first meeting under this mechanism has already been held in New Delhi. China has convened a similar meeting with Pakistan, which is also bidding for NSG membership.

Asked specifically to comment on whether Beijing foresaw any progress on the NSG issue during the meeting between Mr. Xi and Prime Minister Narendra Modi on the sidelines of the BRICS summit, Mr. Li said: “These rules are not to be decided by China alone. On the issue, China and India have maintained good communication and we are ready to continue consultations with India to build consensus and we also hope India can go to other members of the NSG as well,” He added: “In this aspect we are also ready for discussions with India to explore possibilities but things need to be in keeping up with procedures, norms and regulations of the NSG. On this issue, China position is consistent. That is why China has often said international law must be observed.”

In previous discussions, China has linked India’s entry to the NSG, to Nuclear Non-Proliferation Treaty (NPT) — a regime meant to stop proliferation or spread of atomic weapons, which New Delhi has not signed yet. But highly placed sources told The Hindu that India has conveyed to the Chinese side that NSG rules have not spelt out that NPT membership is necessary for the entry into the 48-country grouping. On the contrary, in India’s perception, the NSG is not directly geared towards non-proliferation, but is a mechanism for “export control” of nuclear technology, of which New Delhi has an “impeccable record”.

'Shouldn't pursue political gains in the name of counter-terrorism'

Replying to a question on China’s decision to stall a ban on Masood Azhar by exercising a “technical hold” at the UN, Mr. Li, in a veiled reference to India, warned against politicising counter-terrorism.

“There should be no double standards on counter- terrorism. Nor should one pursue own political gains in the name of counter-terrorism,” he observed. “China is opposed to all forms of terrorism.”

On October 1, China announced that it would extend its “technical hold” on sanctioning the JeM chief by another three months.

Analysts say that China’s decision on Masood Azhar has in part been driven by its reliance on Pakistan to help counter armed separatists targeting Xinjiang, and to insure stability in Afghanistan, a country critical to Beijing’s One Belt One Road connectivity initiative. Consequently, on August 3, top military commanders from China, Pakistan, Afghanistan and Tajikistan met in Urumqi, capital of China’s Xinjiang province, to form a “Quadrilateral Cooperation and Coordination Mechanism in Counter Terrorism.”

Mr. Li, during his briefing underscored that counter-terrorism cooperation will be an important part of discussions during the BRICS Summit.

“On counter-terrorism, it is an important area for cooperation among BRICS members for political security. Cooperation on this front will enhance BRICS communication and coordination and will contribute to world peace and security. That is quite obvious,” he said. Last month the National Security Advisers of the five BRICS countries met in New Delhi to discuss counter-terrorism, cyber security and energy security, as part of preparation for the Goa summit. "They also exchanged assessments of recent developments in the West Asia and North Africa (WANA) region," a MEA statement had said.

“We hope and believe that this Goa summit will build on the past consensus and continue to strengthen cooperation in counter-terrorism and other issues of political security and contribute to world peace and security,” Mr. Li observed.

After the initial shock of shown door in NSG, Indians were chest thumping that they will be there by next session sooner or later as according to them, Obama promised them so. Indians needs to realise that world is now truly multipolar. Those who discarded India in NSG, will do the same in future as well on the same grounds unless India agree on preconditions. Sign NPT, and Pakistan will carry you on its shoulder and put you on the seat in NSG.

We should keep preferring our friendly countries for business, award those HSR contracts to Japan to begin with.

First you can help yourself by making the UN atleast take up the Kashmir issue for discussion which it has not for years inspite of Pakistan crying for years,then we can talk of helping India into NSG with its inflience.

Frankly speaking I expect more from Bhutan or Bangladesh rather than a country that considers Dalai Lama a terrorist, but needs proofs on Masud Azhar :lol:

China is not member of Missile Technology Regime Control and its clear who are behind the North Korean Nuclear Programme.

Any idea which 8 countries have objected India's membership in NSG ?

NSG membership means officially entering the Nuclear business under IAEA. Republic of India will become member of NSG .

Comes on the eve of Xi’s visit to take part in the BRICS Summit in Goa.
On the eve of President Xi Jinping’s India visit, China on Friday stuck to its guns saying that there was no change in its stand on India’s Nuclear Suppliers Group membership bid and New Delhi’s attempts to get Jaish-e-Mohammad (JeM) chief Masood Azhar designated as a terrorist by the United Nations (UN).

As Mr. Xi is due to arrive in Goa on Saturday to take part in the BRICS Summit, Chinese Foreign Ministry Spokesperson Geng Shuang said the relations between India and China made “great headway” despite some “disputes” but there was no change in in Beijing’s stand on the issues of NSG and Azhar.

“I have stated China’s position. I would like to reiterate that the UN committee dealing with the listing does it according to provisions of the UN charter,” he said while replying to a question on India’s application to ban Azhar following the Pathankot terrorist attack.

1267 Committee line

Mr. Geng, at a briefing, said China maintained that 1267 Committee of the UN designated to ban terrorist outfits should work on true facts and make a decision according to consensus of its members.

“All parties are divided in listing of the relevant people. And this is why China has put on hold banning Azhar,” he said.

The second technical hold put by China will give enough time to make the listing decision, Mr. Geng has said, adding that this also shows the responsible and professional attitude of the Chinese side.

“China’s position has not changed regarding the joining of the NSG by India,” Mr. Geng said.

‘Need for consensus on NSG issue’

Speaking on the same issue earlier this month, China’s Vice Foreign Minister Li Baodong had harped on the need to build consensus over the admission of new members in the 48-member NSG.

Mr. Geng said that he wanted to “underscore” that in recent years China and India relations had been making “great headway” despite some “disputes.” He said that the “mainstream of bilateral relations has been positive” and “cooperation far outweighs competition.”

Mr. Geng has expressed hope that the two countries can continue with dialogue and cooperation to exchange views on some disputes, seek solutions and properly manage relevant disputes.

Expediting CPEC

Meanwhile, a Chinese scholar, Hu Shisheng, Director of the China Institutes of Contemporary International Relations affiliated to the Chinese Foreign Ministry, said China may speed up the construction of the $46 billion China-Pakistan Economic Corridor which passes through Azad Kashmir if Pakistan was isolated and cornered by India.

“China has to discuss with Pakistan about the current situation on how to handle and how to come out it,” Mr. Hu said speaking about Pakistan’s isolation in the region leading to the postponement of the SAARC summit after the Uri terror attack in which 19 Indian soldiers were killed.

“China has to further enhance relations with Pakistan if it feels cornered. A cornered regime some times will be more desperate, which will not be conducive to political development within Pakistan,” Mr. Hu said.

Instilling confidence in Pak?

“If Pakistan feels isolated from South Asia, then China will speed up CPEC to instill confidence in Islamabad,” he said.

However, Mr. Hu said this isolation may be conducive for Pakistan to remove internal differences on CPEC. The isolation

“may be to the good of CPEC,” he said.

“The completion of the CPEC, may give Pakistan some confidence in handling differences with India more confidently,” he said.

“This may also change the Pakistani mindset on extremism, radicalism and terrorism and shift [it] to development,” he said.

On isolation of Pakistan

Mr. Hu said India was purposely promoting the regional sub-regional integration in South Asia to isolate Pakistan.

“This will make Pakistan feel cornered and improving relations with India [will be] more difficult,” he said.

With indefinite postponement of SAARC, a platform has been lost for India and Pakistan to improve relations, he has said.

With postponement of SAARC Summit to be held in Pakistan, there is no certainty whether the summit will be held and even it if it will be held, it will take several years, he stated.

On greater SAARC

On threats by Pakistan to create a greater South Asian Association of Regional Cooperation (SAARC), Mr. Hu said he has not heard of such a proposal.

Even if Pakistan tries to create SAARC in its neighbourhood, involving Iran, China and Central Asian Republics, the real SAARC will be led by India where as Islamabad cannot be the leader in the organisation it plans to create, Mr. Hu has opined.

Pakistan can only be part of such a grouping but not a leader because of other major powers, he said.

On Mr. Xi’s proposed meeting with Modi on the sidelines of the BRICS summit in Goa, he said top leaders alone cannot solve problems.

There has to be candid and frank talks at the diplomatic level which would enable top leaders to take decisions, he said.

“China can not sit idle like in the past to let India-Pakistan tensions grow. May be in future, China would like the U.S. to be more active with India and Pakistan to stabilise their relations,” Mr. Hu said.
