China: Diplomat beaten, injured by Houston police

DALLAS (AP) — Three Houston police officers have been restricted to desk duty after they followed a Chinese diplomat into the parking garage of the Chinese Consulate, arrested the man and injured him, the Houston mayor said.
Mayor Annise Parker said in a statement that the officers' duties will remain limited pending an investigation into how Chinese diplomat Yu Boren was injured last Saturday.

Officials in China's Foreign Ministry released a statement Friday saying police harassed and beat a deputy consul-general while he was driving to the consulate. The statement said a family member also was involved, but did not say if that person was injured.

The consulate in Houston did not immediately return a message left by The Associated Press. Houston police and the U.S. State Department are investigating the incident.

"China urges the U.S. ... to quickly investigate the details of this incident and to look into the persons responsible to ensure that the Chinese diplomatic and consulate personnel and premises are not violated," Foreign Ministry spokeswoman Jiang Yu said in a statement. "The Chinese Foreign Ministry, the Chinese Embassy and the Houston consulate have already made solemn exchanges with the U.S. side."

Under international practice, the premises of foreign embassies and consulates are outside the jurisdiction of local law enforcement, and diplomats have legal immunity.

Houston police tried to stop a car that was missing a license plate, CBS News reported. When the car didn't stop, they pursued it into a garage. Police handcuffed and arrested the driver, injuring him, the report said. CBS News identified the official as Ben Ren Yu. The Houston consulate website lists a deputy consul-general, Yu Boren.

The officers said they were unaware they had pursued the diplomat into the Chinese Consulate's parking garage, Parker said.

U.S. State Department spokesman P.J. Crowley said that the U.S. took the issue seriously.

"It started as a police encounter based on an expired plate or the lack of a license plate," Crowley said. "We share the concern that China has about its diplomat. We are investigating."

A Houston police spokesman declined to comment. The police force did not immediately respond to a request for a copy of the offense report, which typically is not released while an incident remains under investigation.

U.S.-China relations only recently emerged from a tense period aggravated by spats over U.S. arms sales to Taiwan, trade and China's currency policy. Comments on at least two major Internet portals had apparently been deleted, an indication the case was considered sensitive, perhaps because of its impact on U.S.-China ties.

Houston's police chief has ordered officers to receive a list of addresses for every consulate in the city.

"This is important as Houston has the third-largest number of consulates in the country," Parker said. "We cherish our international residents and want to assure them they are welcome in our city."

In this high alert days of terror attacks why the chinese don't follow the simple rules??

why there was no number plate on their car????????

why they don't stop??????

The police was just doing their duty also how can they foresee a diplomat in it.

One should be responsible and also follow the law of the land.

I think if someone have driven the car without numberplate and does not stop in china then china police also does the same.

I checked the place of Chinese consulate that is situated at a quiet quarter close to astrodome. I worked in the neighbourhood some years ago and did not know that. It's strange that the police made a violent entry to Chinese consulate.

Does the parking garage has clear marking that it belongs to the Chinese consulate?

I think if someone have driven the car without numberplate and does not stop in china then china police also does the same.

If a Chinese police causes international issues, he would be fired and put in detention camp at best or executed and has his organs harvested at worst. They do not allow cops to make mistakes.

what are you talking about? unless they killed someone the worst is being fired. last year police stormed into the Japanese consultate in Shenyang to arrest North Korean illegal immigrants. Japan protested, the police had nothing happened.

the police in the US are known for their brutality. much moreso than in china where they don't even carry guns on duty most of the time.

Are you sure if it's only the US police and not other institutions like US Army, CIA etc. Not to mention warmonger Bush's & the entire population that still praise them, Beating up a Chinese diplomat is just an appetizer for their sadistic fantasies :sick:

LOL offcourse they didn't know, like they didn't know that Iraq didn't have the WMD's.Americans have a way with lame excuses, all the diplomats enjoy diplomatic immunity under the Vienna Convention on Diplomatic relations 1961. which has now become more of an International law, I hope Chinese will raise this issue at all levels. they cant let them get away with it

You can tell me if there is a marking or not. In either cases police should know that's a "foreign territory" protected by US law and government. It'd be embarassing that local police officers did not know the building.

My guess is that there must have been a little red flag around the consulate and that the police missed to notice. Or they might have had too many hottie buffallo wings...

consulate or no consulate is a different story.
what if the person travelling in the car with no number plate is a terrorist carrying bomb to blowup the chinese high-comissioner?

Its just a pre-emptiveness.It should be common-sense for a consulate level employee to have that damn license plate hanging...... else he might be a barbarian driving in the houston :P

in news it says there was some issue regarding license plate....and that concern person driving the car was asked to stop by police, but he didnt...and thats why they did so....

its hard for us to judge just from news.....you know now a days news are also BS for TRP ratings.....there is no limit for their spineless lies....
