That 28nm DUV machine was on testing stage since January of this year, and the mass production stage is expecting to be happened by the end of December or January of next year.

China can use multilayers fabrication even with the 28nm DUV machine to create the 7nm chips.

And SMIC's new method has achieved the successful rate of 90%, hence China can even use the 28nm DUV machine to mass produce the 7nm chips.

SMIC also contributes the mass production of the 7nm chips without the EUV machine. Therefore, the US wants to destroy them too with 100% sanctions to choke it to death.
