BEIJING, China - China said on Wednesday it will conduct naval exercises in the western Pacific this month, an announcement that came a week after Washington reinforced its Asia-Pacific footprint with plans to operate 2,500 U.S. Marines out of northern Australia.

Beijing emphasized its right to go carry out the regular annual drills despite regional fears about its growing military strength, particularly that of its navy.

After a diplomatic push through the region by U.S. President Barack Obama, tensions between the United States and China spilled over into meetings of Asia-Pacific leaders in Indonesia, particularly over how to handle competing regional claims to the South China Sea.

Obama's push, which included plans to operate Marines and U.S. war planes and navy ships out of a de facto base in the Australian city of Darwin, may have fuelled China's fear of being encircled or contained by the United States and its allies.

"This is an annual, planned, routine drill. It is not directed at any specific country or target and is in keeping with relevant international laws and practices," said a two-line statement on China's Ministry of National Defence website (??????????).

"China's freedom of navigation and other legal rights should not be obstructed," it said, without giving further details about where the drills would occur.

Japan's Kyodo news agency cited the Japanese Defense Ministry as saying six Chinese naval ships had crossed into the Pacific between two major Okinawa Prefecture islands in southern Japan since early Tuesday.

The growing reach of China's navy is raising regional concerns that have fed into long-standing territorial disputes in energy-rich waters that could speed up military expansion across Asia.

China has been building new submarines, surface ships and anti-ship ballistic missiles as part of its naval modernization. In August it made a trial launch of its first aircraft carrier, a retro-fitted Soviet vessel.

In the past year, China has had run-ins at sea with Japan, Vietnam and the Philippines. The incidents -- boat crashes and charges of territorial incursions -- have been minor, but the diplomatic reaction has often been heated.

Scott Harold, associate political scientist at the RAND Corporation, said it was unclear whether the exercises were in response to U.S. pressure, but that coordinating likely thousands of individuals on ships far from China's coast required a budget and an operational plan.

"That's not something you put together in an hour or two," Harold said.

"It seems they are going out of their way to portray that this is not a response to Obama."

Chinese state media has said that building a strong navy that is commensurate with China's rising status is a necessary step in China's efforts to safeguard its increasingly globalized national interests.

Tense maritime stand-offs between China and some of its neighbors have persisted in the disputed South China Sea, where key shipping lanes carry some $5 trillion a year in world trade.

Vietnam, China, the Philippines, Taiwan, Malaysia and Brunei all have claims in the disputed waters.

On the tails of last week's East Asia Summit in Indonesia, a U.S. official travelling with Obama said he had been encouraged by the constructive tone of discussions with Asian leaders on maritime security and the South China Sea, a topic Beijing had hoped to keep off the agenda.

Obama told Chinese Premier Wen Jiabao, who indirectly warned Washington to stay out of the dispute at the summit, that the United States wanted to ensure the sea lanes were kept open and peaceful.

Active steps needed to counter US containment efforts

The US is currently experiencing the most serious economic crisis since the Great Depression, whereas China is marching steadily to becoming a world power. Afraid of losing its dominance, the US becomes particularly concerned about the shrinking gap of economic power between the two countries. Various containment strategies are devised that directly target China.

Following the usual US practice, I assume both internal and external containment strategies will continue to be practiced. The internal strategies will include attempting to form alliance with various interests groups including political dissidents, anti-government organizations, and pro-Western intellectuals and media. The US will continue using its soft power to influence public opinion and create troubles, so that China will fall from within.

External containment strategy will include forming alliances with China's neighbor countries, escalating regional disputes and creating antagonism between countries. Such incidences in the past include the North Korea border dispute and the Sino-Indian border dispute. Recently, the US moved on to the South China Sea maritime border dispute, which caused significant tension in the region.

There is rarely a pinch of benevolence in the US foreign policy. Direct conflict is by default the US way to solve disputes. The first decade of the 21st century has seen the development of the Sino-American relationship, but not without crisis and adversity. Keeping in mind the differences between the two countries; we should not be blinded by our wishful thinking. To avoid being blindsided somewhere down the line, effective countermeasures are needed.

As I see it, firstly, we will need to maintain our confidence in the "Chinese model," which should be enough to ensure the Chinese economy overtakes the US economy in a decade.

Under current financial constraints, the US lacks the resources to pursue a war against China. But this does not prevent it from creating unnecessary tension in the Asian-Pacific region.

The US is experienced in escalating regional disputes by abetting neighbor countries. If it succeeds, border disputes will result in small-scale military conflicts, which would be a financial drain on our side, and possibly drive up public anxiety and slow down the economy. This is by far the most cost effective strategy for the US.

Although we will still bear in mind the principle of "peaceful rise," we also need to draw a bottom line beyond which non-peaceful measures will be adopted. Preemptive measures will always be necessary. Take the recent negotiation with IMF for instance. We could have created a financial institute parallel to the European Financial Stability Facility (EFSF) issuing our own bonds to help the euro members with its sovereign debt crisis.

We should adopt a wider vocabulary in negotiating with the US. The Sino-US relationship is strategically pivotal to the overall tone of our foreign policy. We should always be aware of the threat from the US in the region, and the various disagreements we have on economic policies. In addition, we should be more willingly to leverage our economic prowess in diplomacy.

It might be a good idea to work out a financial aid program, like a Chinese version of the Marshal Plan, to help neighboring countries that do not have border disputes with China with their current economic needs. It will be helpful in building up trust and strengthening regional economic cooperation so that existing coalitions such as the ASEAN Plus Three (Association of Southeast Asian Nations and three East Asian nations of China, Japan and South Korea) would not be completely replaced by the recent US initiative, i.e. the Transpacific Partnership Trade (TPP), that deliberately excludes China.

We need to decide at what point we need to prepare for military action. Against the vexing actions of certain countries, if both diplomatic and economic measures fail to have an effect, navy drills could be the next step. Additionally, to avoid oil exploration in the disputed waters, we could declare the area to be a combat zone for military drills.

We must also work on our soft power, explain ourselves and point out the logical gaps in the US ideology. We should use concrete examples, such as the Philippines, to argue our case that direct copying the Western governing philosophy and social structures would not be the best scheme for Asian countries.

Extremely good development. Only one thing is now sure in the evolving scenario. China's proxy's are now just limited to only one and the navy is anyway on its own even with that. Probably for the first time in its evolution, the communist party will have to show its hand. No more cloak and dagger possibility and that takes away the primary strength of the communist party.

you have to study more to understand that chinese look down you same to others their neigbours, using cambodia like black chess as more as possible for their own interest. Frustration with Chinese to attack Vietnam is no good, bro.
