Observe Pakistan: Can Manzoor Wassan’s dream come true?

Recently, Manzoor Wassan dreamed of having PPP’s mayor for Karachi. However, Senator Rehman Malik denied of any such intention. But the question is; why can’t Karachi have a mayor from PPP? MQM legislator Izhar Hasan called Wassan’s dream as “ludicrous”. But what made him think that this dream is absurd?

The two parties who are having tit for tat on the Local Government Ordinance (LGO) were the partners in last tenure. But this time after maintaining the mandate in Karachi; MQM has decided to sit in opposition. PPP didn’t need MQM to form the government but since day one, they are insisting MQM to join the government in current tenure as well. Why is PPP insisting MQM for power sharing, although they have a simple majority?

Looks like, by now MQM has learned its lesson of not to joining hands with PPP in Sindh government. Last tenure was not the first one when MQM was with PPP in the government. MQM spent last five year asking for local body election and had many meetings with PPP and created SPLGO but then it was again rejected by PPP due to some pressure from Sindhi nationalists.

In last tenure, PPP was holding the power in federal and in provincial Sindh with MQM but when we analyze Karachi’s situation, it has become wore in last five year. Karachi has seen a huge number of killings on the name of sectarian and ethnic conflicts. Lyari gangs; whose all the members are from Baloch community; were controlled by PPP ministers. Crime rate climbed to its limit, about which MQM complained Zardari but in vain. The conflict between the Lyari gangs and MQM was given the color of ethnic conflict because the victims of those gangs were mostly Urdu speaking people, either MQM’s supporters or workers. Another partner in Sindh government was ANP, which is an ethnic based partly consists on Pashtun community. ANP had a rough ride with MQM and on the silver screen PPP worked as a bridge between the two parties. The people who got killed on the name of ANP/MQM conflicts were either from Pashtun or Urdu speaking communities. Saleem Safi once quoted in his article that Zardairi was caught saying in Islamabad that it was his politics which kept Pashtuns and Urdu speakings engaged in killing each other.

Beside killings and looting, Karachi didn't achieve anything in last five years. Most of Karachi’s representatives who were from MQM were powerless. Local government is MQM’s only chance to perform in the city, and PPP knows it too. Therefore, they can’t afford to have MQM’s mayor back in the city and that made them hold the local body election in the last tenure. Now time has changed for PPP and they can’t take further pressure from judiciary of not holding the local body election. Many analysts say that PPP is becoming powerless because their executive power has finished and COAS; who once was the deputy military secretary of Benazir Bhutto; has gone as well. PPP has left the ground in Punjab for PTI and PMLN and has confined to rural Sindh. Now Wassan’s dream of PPP’s mayor in Karachi shows that PPP will do anything to gain the power in Karachi. In last five years, they used gangs to capture Karachi and now their last hope was winning the local government election in Karachi which is difficult if hold constitutionally.

PPP has done some amendments without bringing it in the assembly which has been rejected by the opposition parties of Sindh. They are doing delimitation unconstitutionally without census which is the prerequisite of delimitation process. According to MQM legislator, “in politically motivated delimitation, they have allowed a dubious population range gap that a single UC can be delimited to a range between 10 thousand to 50 thousand , which is an unjust distribution in both urban and rural areas, and this will further increase the gap between rural and urban sentiments”. The division was first planted by the Zulfiqar Ali Bhutto when he introduced Quota System in Sindh and then supported language Bill in Sindh.

There are many flaws in the ordinance but the main flaw in it is the financial distribution which says that funds will be distributed equally among all UCs regardless to their population. As urban Sindh especially Karachi is a thickly populated area, therefore, this distribution will create the discrimination and deprivation in the urban areas.

Sub clause 14 of clause 18 has limited the candidates to groups or parties and independent candidate can’t participate in the election which is a complete violation of article 25 of the constitution. The sub-clause says, “In case a political party or independent candidate fail to form a panel for contesting election, the nomination papers of all other independent candidates or nominees of a political party shall be deemed to have been rejected. “ This clause is not only a violation of constitution but a violation of a basic human right.

Now after studying PPP’s politics towards Karachi and discriminated ordinance for Urban Sindh; Wassan’s dream of PPP’s mayor for Karachi can come true?

Not forgetting that, reportedly, Wassan also dreamed of of a young chief minister of Sindh after 2013 general election.

PPP is a curse on this country, it is run by one of the worst Feudals in Pakistan. Thus you can see what is going on in Sindh province. They want to bring this village culture to the cities instead the other way round !!! PATHETIC..
 
PPP wants it's mayor so that the Karachi budget(which already is peanuts) will be spend on ayyashi & luxury of feudal wadera shahis.

Neither PPP nor PML-N are honest with Karachi & just doing their dirty politics.
