The Border Security Force (BSF) has opened a new hotline in Delhi to communicate with the Pakistan Rangers. It was set up last month after the BSF was unable to reach its counterpart through the existing hotline in Jammu on a June night when four BSF personnel were killed. This year, 12 BSF personnel had been killed along the 192-km International Border in Jammu, the highest death toll in five years.

A senior official told The Hindu that BSF officials could not call their counterparts across the border in Sialkot as all calls to and from Pakistan are barred after 10 p.m. in Jammu and Kashmir.

After large-scale ceasefire violations in 2015, the BSF and Pakistan Rangers put in a system to resolve through effective communication any flare-up on the border. At least 14 hotlines were activated along the Pakistan border from Gujarat to Jammu. A hotline between the Directors-General of Military Operations (DGMOs) also exists.

Around 10.30 p.m. on June 13, in Ramgarh sector along the Jammu border, the Pakistan Rangers fired indiscriminately at a BSF team led by Assistant Commandant Jitender Singh who had rushed there to rescue some troops who had previously come under fire. Mr. Singh and his men were overseeing some construction work along the fence to strengthen the defences when they were attacked. “That night, the officer in Jammu desperately tried to reach the Brigadier in charge of Pakistan Rangers in Sialkot but calls to Pakistan are barred at night. We wanted to raise the instance of unprovoked firing. The bodies could not be retrieved till the next morning as it was certain that the reinforcements would also be fired upon,” a senior government official told The Hindu.

The hotline in Delhi is handled by a BSF officer of the rank of Deputy Inspector-General (DIG).

It was in the wake of this incident that the BSF asked the Pakistan Rangers to open another hotline between their headquarters in Delhi and Islamabad. There are other communication lines available at the sector commander-level also.

“Lack of communication cannot be an excuse for Pakistan to escape responsibility for the unprovoked firing when a ceasefire is in place. The new hotline was set up with the objective of recording each and every incident with their headquarters as we are not sure who calls the shots in Pakistan,” the official said.

The killing and mutilation of BSF head constable Narender Singh on September 18 was also reported from the Ramgarh sector. As reported in The Hindu, it was a joint search party of the BSF and Pakistan Rangers that located the mutilated body of Singh 30-40 metres inside the Pakistani territory after a 10-hour search.

On June 13, the Army headquarters sent a revised communication to the BSF reiterating the 2003 ceasefire pact signed between India and Pakistan.

On May 29, the DGMOs agreed to fully implement the ceasefire pact in “letter and spirit” to stop border skirmishes in J&K.

it was signed in 2003, which india herself violated for the first time in 2013.....its now just for namesake value.

2003 Ceasefire pact more clauses were being added from the Kargil war, which is mainly for pointing out the violations and even for swapping of dead bodies of soldiers.

498 incidents of cross-border firing have taken place in till Sept. 2018 along the International Border in Jammu

Incidents of unprovoked firing from the Pakistani side along the international border in Jammu have quadrupled this year as against 2017 and the figure was the highest in the past five years, according to official data.

The latest data accessed by PTI also shows that the Border Security Force (BSF) suffered the maximum casualties this year — 12 deaths and 40 injured.

The data shows that till September this year, a total of 498 incidents of cross-border firing have taken place along the international border in Jammu as compared to 111 last year.

The corresponding figures for the previous three years were 204 (in 2016), 350 (in 2015) and 127 (in 2014).

Twelve BSF personnel have been killed in these incidents this year, including the brutal killing of Head Constable Narender Singh last month. Singh was shot dead and his throat slit when his team went towards the fence to cut thick and long elephant grass near their border post in Ramgarh sector of Jammu.

A “record-high” number of 40 jawans have been injured in these incidents this year and these figures are the highest in the past five years, the data said.

A BSF jawan was also killed along the small portion of the Line of Control (LoC) that falls in Jammu this year, the data said. While the BSF is deployed under the operational command of the Army along the LoC, it secures the international border independently.

Last year, two personnel of the border guarding force were killed and seven injured due to sniping and mortar shelling incidents along the international border while three BSF personnel were killed and 10 injured in such incidents in 2016.

Similarly, a BSF jawan was killed and five were injured in 2015 while two men were killed and 14 were injured in 2014 at this frontier in Jammu and Kashmir.

A senior official of the force said in view of the recent killing of the BSF jawan along this frontier by Pakistani border action team (BAT), the force has asked the forward units along the international border to be on “extra alert and vigilant“.

“The relations between the two countries and their security forces are strained for quite sometime now. It is, therefore, expected that the hostilities may rise and audacious attacks can be launched by the other side. The forward units hence have been asked to be very very cautious,” the official, who did not wish to be identified, said.

Former BSF Director General K.K. Sharma, who retired last month, had told reporters during his last press conference in New Delhi on September 28 that they were witnessing a “more aggressive stance” of the opponent along the international border in Jammu and Kashmir after Imran Khan took over as Pakistan’s Prime Minister.

This is for the first time a senior Union Minister will conduct a ‘worship of weapons’ along the border with Pakistan.

Union Home Minister Rajnath Singh will celebrate Dasara and perform ‘shastra puja’ in Bikaner along the India-Pakistan border, officials said on Sunday.

This is for the first time a senior Union Minister will conduct ‘shastra puja’ or worship of weapons along the border with Pakistan.

Mr. Singh will reach Bikaner on October 18 and celebrate the Dasara festival with soldiers of the Border Security Force (BSF) the next day and perform the ‘shastra puja’ at the Border Out Post in the forward areas, an official said. ‘Shastra puja’ is part of the Dasara festival which is celebrated for the victory of Lord Ram over Ravana.

The Minister will arrive in Bikaner on October 18, stay the night at the BOP, before celebrating the festival with the jawans on October 19, the official said.

Mr. Singh is expected to review the situation along the border and assess the progress of infrastructure projects. He will also attend a ‘Bada Khana’ (a feast with soldiers), another official said.

Last year, he celebrated Dasara at Joshimath in Uttarakhand, along the border with China.

“Adopt digitalization, but be alert against traps”: Shri Rijiju to BSF jawans

The Minister of State for Home Affairs, Shri Kiren Rijiju took salute at the 54th Raising Day Parade of Border Security Force here today.

Addressing the gathering Shri Kiren Rijiju said the BSF should take steps towards digitalization as the country is taking strides in adopting Information Technology. “Take advantage, but at the same time be extra alert as IT on the other hand exposes one to anti-national elements,” he said. Shri Rijiju said the Government is taking constant steps towards the Modernization of Police Forces. “Government is committed to making the Forces powerful, provide all facilities and welfare to its personnel,” said Shri Rijiju. “To resolve your problems the MHA has supported a mobile App for grievance redressal and the Bharat ke Veer portal for the welfare of paramilitary martyrs,” he added.

Shri Rijiju said the forces have been given complete freedom at Operational Front so as to mount timely and appropriate action to overcome the challenges. The Government is working at several levels for better Border Management. “Steps taken towards this include the raising of six new BSF Battalions, erecting Smart Fencing in Jammu region and the Eastern borders besides several reforms in delegating administrative and financial powers,” he said.

Shri Rijiju also exhorted the BSF officers to effectively utilize human resources for securing the country’s borders. “Know your personnel, Know your Area,” he said.

On the occasion, the Minister inspected an impressive parade by BSF jawans and took salute of the march past. He later presented Medals and Trophies to BSF personnel and families. He also released Borderman magazine. Earlier, he paid homage to martyrs at BSF memorial.

Attractions of the Parade included armed female contingent, Camel/ Horse unit, march past by BSF Camel mounted Band and a display of the latest equipment and armaments. During the ceremony, the BSF Camel Contingent also displayed acrobatics to a huge round of applause from the viewers’ galleries.
