A common problem in India is boys hanging out in large groups, or on motorcycles near a tea stall/cigarette shop. As soon as they see a bunch of young females walking together, they start their wolf whistles and chasing the girls for fun.

Yes, gang culture is high among Indian male youth especially with, like you said, these youth gathering in motorcycle groups around cigarettes shops or smoking cigarettes on street corners.

Therefore strict rules have to be made. Ban cigarettes and two wheelers ( except for delivery boys ) and ban public gathering of male youth in groups more than two.
