Too many ifs and buts in any answer to that. We don't really know what the societies of erstwhile colonised states would look like if they hadn't been colonised. Thailand and Mongolia come to mind as one of the few non Western countries that weren't colonised. Both seem to be doing fine, so maybe it would have turned out well. That is YOUR 'logic', not his. The larger point is that criminals %90 of the time preys upon their immediate neighbors and the stats bears that out. Rarely had a black actively discriminate his crimes specifically towards whites and/or other ethnic groups. Currently, we have blacks on Asians and the main reason for that is that as a group, Asian-Americans are generally passive and not just in perception.
