Well india has MP's from Kashmir.
Ironically, *pakistan occupied kashmir (so called Azad Jammu and Kashmir ) has been granted autonomous status by the legislative assembly of Pakistan in 1974. The administrative and constitutional structures were made through the executive decrees of the government of Pakistan, neither by any recommendations, nor by any representatives of the people.
In Article 370 of Indian constitution, *Indian Kashmir is recognized and has its own constitution of 1957. Even India has reserved seats for these parts in parliament and proclaimed them as part of India constitutionally. Whereas, in Pakistani constitution, the status of the area *pakistan occupied kashmir (Gilgit-Baltistan) remained undefined, however, in Article 1- ( 2 ) ( d ) of constitution, the region is part of Pakistan for all practical purposes but, its people are being denied representation in the parliament of Pakistan. Due to Kashmir dispute, *pakistan occupied kashmir (Gilgit-Baltistan) has been in constitutional vacuum for 64 years, but “Kashmir has everything”, it has its own constitution, defined territory, legislature, judiciary, and government structure. The people of Gilgit-Baltistan are victims of Kashmir dispute.
Some observers from *pakistan occupied kashmir (so called Azad Jammu & Kashmir) acknowledge in their writings that the “Indian Government has given people all their fundamental human rights and in spite of that they are in a state of confrontation against the government. But the people of this region (Northern Areas) are far behind the rest of the world in matters of fundamental human rights, justice and economic development”. The grievances and resentments prevailing in the people of *pakistan occupied kashmir (Gilgit-Baltistan) caused a political frustration, for not being master of their own fate.

Pakistan is dying to integrate the territory but does not/cannot. India mean while has gone ahead and fully integrated territorially and constitutionally. Pakistan has the cake but cannot eat it

At the end of the day, US pressure means nothing. If you want pressure you have to apply it.
Nope it still works. afghanistan is on boil,pakistan is not getting any funds from US so they need to show some thing credible on the ground. Hard nosed policy of running away from talks will paint pakistan as the villain.
Not only that any fresh attack by afghan taliban in pakistan , US wont even give lip sympathy. Only thing afghanistan will listen to is money, money from US. Afghanistan is the new pakistan.
