Slaughter of milch water buffalo is prohibited. Male water buffalo however can be slaughtered after the owner get permission from the govt.

State Governments should appoint honest officers who are going to issue the permission letter. Will be there any fee for getting permission letter and after getting the permission letter where those water buffalos would be slaughtered ? In Government slaughter houses or can individual butchers can slaughter ?

No, I think the seller has to get the certificate showing the buffalo is more than 12 years old and is not fit for other use. I don't think any govt. official will be keen to issue a certificate that will ensure in a death of a living creature. But that is just me, I am sure there are enough greedy men around who will literally sell their mother for the right price.

But I know that the thinking that led to this is clearly communal and not inspired by any sense that too much red meat is bad for your health. Meanwhile look at this:

I was never a fan of sanghis, but how UPA government performed was beyond pathetic. They had to go. BJP will also go if they don't control these sanghis.

India is having around 58% of world buffalo population and buffalo constitute 30% of the total meat production in India. Livestock sector is important in rural economy which is next to agriculture. Modernisation of slaughter houses are needed and according to Central leather research institute Chennai, 14 million male calves are slaughtered every year.

If the certificate issuing officials keep the record properly then it will not only give cattle growers good income but even the Government can collect taxes and re utilize in the cattle breeding sector.

India is even the largest milk producing country, India’s milk production in 2012 was 177.5 million tonnes and it is set to add an estimated six million tonnes every year.
