As Creator of the Land and the Heavens and all that in between. Legally He alone is the owner of whatever that dwelth there.

This is not an issue, natural resources are/should be property of the state.

Real issue is that some (or many) mines are being leased to China without much publicity. Stuff that could be had in Pakistan for cheap will now be exported to China for finishing and come back to Pakistani markets at double or triple rates.

If Oil is found under land belonging to you, it belongs to the State, not you and same is with Minerals. As is all over Pakistan, but as FATA was not under State Law's before so it was private property, but now that's not the case anymore.
