Thts BS... A little observation tells you tht Yahya had already announced mujib as the next PM... but bhutto was agitating... to solve the crisis yahya tried to negotiate between the two... while at the same time ... Mujib started bs and agitating in E.Pakistan.. infact he speeches were promoting violence which he couldnt control.. apart from tht i doubt 37% voters (2 seats went to the chakma chief and another politician) ...gave mujib any clear mandate... as for democracy .. yes and what happened just after 71? the great bangalis chose "democracy" by killing mujib n his family n than zia?
Bhutto agitated because he knew Army in his side. Yahia even negotiated on behalf of him. Army went to crackdown on the eve of 25th of March while Bhutto was watching from Hotel Inter Continental. If Bhutto was the one agitating as well as Mujib, why Yahaia did not arrest both of them, and why there were no crack down in Karachi?
Majority in the parliament means clear mandate, and turn out in those days was never better than 40% since british time.
