In 1947 the birth of East Pakistan happened on religious ground, but in 1971 the birth of Bangladesh happened on ethnic ground, it was a result of East Pakistani Bengalis' effort to create their own country because West Pakistanis treated them as lesser human beings. So, Bangladesh is now a country of Bengalis, Bengali Muslims to be specific, with some other ethnicity & religions living in that country.

As for Biharis of Bangladesh, they fought for Pakistan both in 1947 & 1971, yes in 1971 most of the Bangladeshi Bihari Muslims sided with the West Pakistan and fought against Bengalis, after the formation of Bangladesh it was natural for them to face discrimination there, and what Pakistan should have done is to take them back to Pakistan and give them citizenship as their loyalty towards Pakistan was unquestionable. Pakistan shrugged off their responsibility, and now these people are mostly living like stateless people.
