-Make education programs across border (exchange clubs)

-Both should work on a common problem

-Remove the ISI monopoly in Pakistan

and if Pakistan can;t do all these then this statement is very apt for Pakistan

I wish India could lower it's defense budget but with a big bully country on our north eastern front(CHINA), it's not a viable option. India looses a lot of money on defense instead we can spend them on public welfare but it's not a option for now.
