That sums up the post-War story， indeed。 As @Jlaw says, laws can be outright rejected, re-written, or liberally interpreted. It has always been so. But, even within the context of the present law, China is entitled to its historical claims and no tribunal do no jack.

China has been entirely ignoring and rejecting the tribunal, which is what can be done while still wearing gloves upon an iron fist.
