The solution is to accept LOC as international border. Our economy is at its breaking point. pakistan knows this cold start strategy of india.we aren't mad to stay silent in case of limited war.we have our own strategies.we know indian intentions.our economy is only our weak point.tactical ballistic missiles are specially designed for indian army.they don't like these missiles.they know it's hard to infiltrate deep inside pakistani territory.attack from difficult terrain like mountains is a possibility.india will never attack from indian punjab because the terrain there is perfect for tactical ballistic missile.india definitely wants to attack from difficult terrain like kashmir but it's not easy and quick reinforcement is not possible so india have no choice but to start full scale war.also huge coast line holds another disadvantage for india.india can only go for full scale or heavy artillery use on loc.limited war strategy will never be successful for india.pakistan understands cold start quite well.

How many Kashmiri people(militants, terrorist or civilians) were killed before 1989, that is when Pakistan started supporting Kashmir insurgency?

How many Kashmiris have died since?

If Pakistan's objective was just the welfare of Kashmiri people, it would abandon Kashmir insurgency.
