LANDI KOTAL: A Bara-based proscribed group, Amr Bil Maroof wa Nahi Anil Munkir, renounced on Saturday violence and pledged to cooperate with the political administration in establishing its writ and restoring peace in this part of Khyber Agency.
The group’s leaders announced their decision at a grand Jirga of Bar Qambar Khel tribe. The Jirga was attended, among others, by MNA Nasir Khan Afridi, officials of the political administration and two former MNAs Abdul Latif Afridi and Hameedullah Jan Afridi.
Nearly three thousand tribesmen of Sheikhmal Khel, Wandgary and Dray Plaar clans of Bar Qambar Khel took part in the gathering.
The jirga was the first of its king since 2006. The banned group’s leaders assured the administration of winding up all jails run by it, removing its flags from atop houses and adhering to a “complete ceasefire”.
Members of the group said in speeches on the occasion that Amr Bin Maroof was never involved in attacks against security forces nor had it demolished any school or any other government building.
“The sole purpose of forming our group about a decade ago was to protect the Bar Qambar Khel soil from being used by anti-state elements and militant groups,” one of the speakers insisted.
The group was among two dozen militant outfits banned by the Musharraf government.
The jirga unanimously decided not to protect and patronise anti-state elements and wanted men in their area and assured officials that such elements would immediately be handed over to the political administration.
The jirga resolved to impose a fine of 20 million rupees and torch the houses of those found guilty of violating its decisions or those who were found involved in terrorism.
The jirga called upon the administration to arrange “safe and honourable return” of all those Qambar Khel families which were either expelled by Amr Bil Maroof or had moved out of Bara for fear of the armed group.
`WRIT RESTORED’: The Assistant Political Agent of Bara, Muhammad Nasir, said the writ of his administration had been restored in most parts of Bara and nobody would now be allowed to form a parallel administration, establish private jails or conduct armed patrolling of the area.
He said that Amr Bil Maroof group would now be merged into the 150- member Bar Qambar Khel Sareshtha (liaison committee), but none of its commanders or leaders would be eligible for membership of this committee.
He said the new committee would operate under supervision of the local administration in accordance with local customs and traditions.
“There will be a complete ban on display of heavy automatic weapons and all such weapons will have to be surrendered to the government,” he said.
He said that the Bar Qambar Khel tribe would provide land for the establishment of new security checkpoints.
Muhammad Nasir said liaison committees of all the major tribes of Bara would soon be made functional to help the political administration run its affairs in accordance with local customs and traditions.
