Bangladesh keen on China’s dev initiative, not military bloc​

Says foreign ministry official ahead of Chinese vice minister’s 2-day visit

Bangladesh is considering to join China's Global Development Initiative that aims to support developing countries in public health and alleviating poverty.

However, Bangladesh remains reluctant on China's Global Security Initiative (GSI).

"We are always in favour of initiatives that help our socio-economic development as we aspire to become a developed country by 2041.

However, we are not interested on anything that puts us into a military bloc," an official told this correspondent yesterday.

The issues may be discussed during Chinese Vice Minister for Foreign Affairs Sun Weidong's two-day visit to Bangladesh beginning tomorrow.

He will lead the Chinese delegation at the Foreign Office Consultation (FOC), which is going to be held after a gap of three years. The event was supposed to be held every year.

Foreign Secretary Masud Bin Momen will lead the Bangladesh side on Saturday.

According to sources, China offered Bangladesh to join the Global Development Initiative in the wake of the pandemic in 2021, and later the Global Security Initiative last year.

The GDI presented by Chinese President Xi Jinping at the UN General Assembly in September 2021 aims to support the timely achievement of all 17 Sustainable Development Goals by 2030.

"There are various aspects of the GDI, including concessional loans for health, education, poverty alleviation and development of infrastructure as many countries are still lagging behind the SDGs, mostly because of the coronavirus pandemic," said a foreign ministry official.

A draft memorandum of understanding forwarded by the Chinese government was reviewed by the foreign ministry and then sent to the Economic Relations Division (ERD) of the finance ministry.

The ERD is looking into the technical aspects of it before the final decision.

More than 100 countries have expressed support for the GDI and over 50 countries have joined the Group of Friends of the GDI.
RELUCTANCE OVER GSI

Chinese President Xi Jinping launched the GSI in April last year, demonstrating China's commitment as a major country to uphold world peace and stability and arguing that competition among great powers is deeply affecting the whole world and China needs to play its role.

The GSI came amid Russia-Ukraine war and global competition among powers over the Indo-Pacific region. The major powers like the US, Canada, Japan, France, European Union, ASEAN and even Bangladesh have launched their visions and strategies on the Indo-Pacific.

The US, Japan, India and Australia have a group called QUAD for security dialogue, while Australia, the UK and US signed in 2021 a security pact called AUKUS under which the US and the UK will assist Australia in acquiring nuclear-powered submarines.

The US wants Bangladesh, which is located at the centre of Indo-Pacific, to be on its side in its Indo-Pacific Strategy. Bangladesh is also reluctant on the IPS, saying that it has defence elements.

Foreign ministry officials said Bangladesh is not interested in joining any regional or global alliances with defence elements, though it has bilateral security agreements with a number of countries.

China is Bangladesh's biggest source of defence equipment.

"We will surely need to buy defence equipment for securing our territories, including the maritime boundary, but we are not for joining any military alliance," Foreign Minister AK Abdul Momen earlier said.

A foreign ministry official said at the FOC, Dhaka and Beijing will also discuss the latest initiative of Rohingya repatriation and assess the development projects being implemented with Chinese funds.

Bangladesh, China show interest to regional connectivity under BRI


Bangladesh and China on Saturday discussed contributing to regional connectivity under Beijing's Belt and Road Initiative (BRI) at 12th Foreign Office Consultations (FOC) in Dhaka.

"Both sides also showed interest in contributing to the regional connectivity in South and South East Asia under the auspices of the Belt and Road Initiative of China," said a press release issued by Bangladesh's foreign ministry.

Bangladesh Foreign Secretary Masud Bin Momen and Chinese Foreign Affairs Vice Minister Sun Weidong led their respective sides at the FOC at the State Guest House 'Padma' in the capital.

Apart from various bilateral issues, the both sides also discussed other multilateral and regional issues including the Rohingya crisis.

The Chinese side reiterated to facilitate the early, safe, sustainable and voluntary repatriation of the Rohingyas to Rakhine State from Bangladesh.

The Chinese vice minister mentioned that an early repatriation would be beneficial for Bangladesh, Myanmar and the whole region.

The Chinese side appreciated the initiatives of Bangladesh to arrange the 'Go and See' visit in Myanmar and 'Come and Talk' visit in Bangladesh by the respective delegations of Bangladesh and Myanmar to facilitate the repatriation of the first batch of the Pilot Project.


Bangladesh foreign secretary thanked China for their cooperation and emphasised Bangladesh's ongoing efforts to arrange continued voluntary and sustainable repatriation engaging the friendly countries, regional and international organisations.

During the talk, Sun mentioned that he is visiting Dhaka after ten years and is very much impressed to see Bangladesh's tremendous development achievements carried out by the government of Prime Minister Sheikh Hasina.

The Chinese side reiterated its appreciation to Bangladesh for its continued support to One China Policy.

The two sides expressed satisfaction at the existing defense cooperation and discussed possibilities of regular staff level talks and specialised training programmes.

They recalled the recent high-level political exchanges and meetings that have further deepened the strategic partnership of cooperation.

Bangladesh once again thanked China for its support for vaccines to manage the Covid-19 pandemic.

The two sides reviewed the progress of different quality infrastructure projects in Bangladesh and welcomed the upcoming inauguration of mega projects like the Bangabandhu Tunnel under the river Karnaphuli and the Padma Bridge Rail-link.

Both sides agreed to further streamline the outstanding issues concerning a few additional project proposals in power and communication sectors.

The two sides also discussed ways to enhance the exports to China by utilising the Duty and Quota Free (DFQF) access to 98% of the products that has come to effect on 1 September 2022.

The Chinese side expressed particular interest in importing tropical fruits like mango, jackfruit, guava and frozen foods from Bangladesh in compliance with necessary quality specifications.

Bangladesh side requested to include other export items like vegetables, pharmaceuticals, raw hides, foot wares, non-knit apparels, in the DFQF coverage to minimise the existing trade imbalance with China.

The Chinese vice minister assured of encouraging the Chinese farms to invest at the Chinese Special Economic Zone in Chattogram.

They also advised for timely notification of interest with the Chinese Civil Aviation Authority for resuming the Dhaka-Guanzhu direct flight by Biman Bangladesh Airlines.

Two sides agreed to launch regular Consular Consultations with a view to addressing visa related issues especially for Bangladeshi students.

Bangladesh expressed its interest in working together with China on innovation in digital technologies and biotechnologies.

China offered its support to build capacity for addressing emerging challenges like online gambling and drug trafficking.

The two sides agreed in principle to have dedicated dialogue on public security issues.
