Transhipment of goods inaugurated yesterday by Bangladesh and India promises to boost both the economies by promoting trade and movement of people.

"Today is a very important day in the history of relations between the two countries,” said Harsh Vardhan Shringla, Indian high commissioner to Bangladesh, while speaking at the inaugural ceremony.

Both the sides will reap the benefits, said Shipping Minister Shajahan Khan, adding that Bangladeshi ships and trucks would be carrying goods, and jobs would be created for local people.

On the other side in India's northeastern region, the transhipment facility would ease people's lives, Shringla said. The existing route within India is three times the Kolkata-Ashuganj-Akhaura-Tripura route.

The Indian high commissioner thanked Dhaka for allowing New Delhi to use Bangladesh's territory to carry goods from India's one part to another.

"This is an extraordinary gesture of friendship of Bangladeshi people to the people of India.”

At the ceremony, representatives of both the countries watched the unloading of goods from the first consignment at Ashuganj port.

Now the goods will be loaded onto Bangladeshi trucks to carry them across the Indo-Bangla border through Akhaura checkpoint. The vehicles will travel another 32 kilometres to deliver the consignment to warehouses in the Indian state of Tripura.

Initially, Bangladesh will get Tk 192 per tonne as transhipment charge. “But once we put in place scanning machines and automation at the port, the charge will go up to Tk 700-800 per tonne," Shajahan said.


Mashiur Rahman, who has played the key role in negotiations on transhipment arrangement, said people have to understand the geographic reality as Bangladesh is surrounded by India.


People living in the bordering areas of neighbouring countries depend on each other for their day-to-day activities. "So there should be exchange of goods and movement of people."


Responding to criticism that Bangladesh would hardly get anything in return for giving transhipment facility to India, Mashiur said India would give Bangladesh an annual fee for using the river route, which would be spent on ensuring navigability of the rivers New Delhi would use.

"Nobody will invest in rivers and roads if goods can't be transported.” And so the agreement will bring about a permanent solution.

Already many government and development partners offered help to improve the transport networks. The government will consider them, Mashiur said.

A big terminal or jetty would be built at the river port with Indian funds to tackle large volumes of goods under transhipment arrangement, said Ashoke Madhab Roy, acting secretary of the shipping ministry.

A move will be made soon to acquire land for an inland container depot near Ashuganj port. Earlier, efforts for land acquisition went in vain because of opposition from railway, fertilizer and food departments.

"We will acquire more land for widening the road [from Ashuganj port to Akhaura]," Ashoke said.

Work to maintain eight-metre depth of the 900km Chittagong-Ashuganj river route has already begun to allow uninterrupted plying of ships, he added.

Mahbub Uddin Ahmed, president of Bangladesh Cargo Vessels Owners Association, said the existing road and river networks should be improved to ensure smooth operations of trucks and ships.

Steps should also be taken to prevent extortion at the port, said Mizanur Rahman, superintendent of police in Brahmanbaria. He also expressed concern over the traffic management through the narrow road between Ashuganj port and the highway.

Local businesses and people will benefit from the development of the infrastructure, said M Mosharraf Hossain, deputy commissioner of Brahmanbaria.

Mohammad Mozammel Haque, chairman of Bangladesh Inland Water Transport Authority (BIWTA) that leads the implementation of the river protocol on this side, said mostly Bangladeshi ships would be used in the transshipment of Indian goods.

MV Newtek-6 owned by Zed Shipping Lines reached Ashuganj from Kolkata in 12 days.

Although the unloading of goods of the first consignment began yesterday, it is unlikely that trucks laden with the corrugated iron sheets will set out for Tripura via Akhaura before Monday because of weekly holidays in Bangladesh -- Friday and Saturday -- and in India, which include Sunday.

It might take four to five days to deliver the whole consignment to Tripura, said Mahmud-ur Rahman Siddiqui, general manager of Anbis Development Ltd, a Bangladeshi operator that hired MV Newtak-6 to carry goods from Kolkata to Ashuganj.

Rakib Transport, a local transport company, has been given the charge of mobilising trucks.

At present, trucks from Kolkata travel around 1,600km to reach Agartala. The distance through Bangladesh would be only 500km, according to experts and businesspeople.

The cost of transporting goods to Agartala from Kolkata is $67 per tonne and it takes 30 days, said SK Mahfuz Hamid, a member of the Bangladeshi team negotiating an agreement on transhipment with the Indian side.

The same consignment would take around 10 days to reach Tripura from Kolkata via Ashuganj at a cost of $40 per tonne, according to operators.

This will help Bangladesh to improve connectivity for their own use, we are paying for dredging their rivers and making their roads, why should we give them any further transit fee at all, forget about more..

দুই সপ্তাহ পরও পৌঁছাল না ভারতীয় কনসাইনমেন্ট। পরিবহন সংস্থা জানিয়েছে, ভারতের পশ্চিমবঙ্গের হলদিয়া বন্দর থেকে বাংলাদেশের আশুগঞ্জ নৌবন্দর হয়ে বাণিজ্যিকভাবে ট্রানজিট-সুবিধায় পাঠানো প্রথম কনসাইনমেন্ট আজ রোববার ভারতের ত্রিপুরায় পৌঁছাতে পারে। ব্রাহ্মণবাড়িয়ার কাছে সড়ক পরিবহনের কিছু সমস্যা থাকায় শনিবারের বদলে রোববার আগরতলা স্থল বন্দরে পণ্য পৌঁছাবে বলে জানিয়েছে বহনকারী সংস্থা।
এই ঐতিহাসিক মুহূর্তটির জন্য ত্রিপুরার মানুষকে অপেক্ষা করতে হবে আজ সকাল পর্যন্ত। তিন দিক বাংলাদেশবেষ্টিত ত্রিপুরার আরজি মেনে বাংলাদেশ সরকার বেশ কিছুদিন আগেই আশুগঞ্জ বন্দর ব্যবহার করে ত্রিপুরাকে ট্রানজিট-সুবিধা দিতে সম্মত হয়। এই সুবিধা নিয়েই পালাটানা গ্যাস-বিদ্যুৎ প্রকল্পের বড় মেশিন পাহাড়ি পথের বদলে সহজে বাংলাদেশ হয়ে চলে আসে ত্রিপুরায়। গত বছর একই পদ্ধতিতে ভারতেরই হায়দরাবাদ থেকে চালও আসে এই রাজ্যের মানুষদের জন্য। দুটি ক্ষেত্রেই বাংলাদেশ সরকার কোনো আর্থিক শর্ত চাপায়নি। কিন্তু গত বৃহস্পতিবার আনুষ্ঠানিকভাবে চালু হলো বাণিজ্যিকভাবে ট্রানজিট-সুবিধা। ট্রানজিট বাবদ প্রতি টন পণ্যের জন্য বাংলাদেশ পাবে ১৯২ টাকা। আশুগঞ্জ নৌবন্দরে এই প্রকল্পের উদ্বোধন করেন বাংলাদেশের নৌপরিবহনমন্ত্রী শাজাহান খান।
ভারতীয় পণ্যবহনকারী সংস্থা ডারসেলের আগরতলা শাখা প্রবন্ধক সুদীপ রায় মুঠোফোনে প্রথম আলোকে জানান, পশ্চিমবঙ্গের খরগপুরের সংস্থা রেশমির তৈরি এক হাজার পাঁচ টন লোহার রড হলদিয়ায় ৪ জুন এমভি নিউটেকে ওঠানো হয়। তারপর ৭ জুন রওনা দিয়ে ১৫ জুন জাহাজটি এসে পৌঁছায় আশুগঞ্জ বন্দরে। সুদীপ রায়ের কথা অনুযায়ী, ব্রাহ্মণবাড়িয়ায় সড়কপথে ‘কিছু সমস্যা’ থাকায় রোববার সকালেই ত্রিপুরা সরকারের গ্রামোন্নয়ন দপ্তরের এই কনসাইনমেন্ট এসে পৌঁছাবে। এক প্রশ্নের জবাবে সুদীপ রায় আরও জানান, ট্রানজিট-সুবিধাপ্রাপ্ত এই লোহার রডের আনুমানিক বাজারদর সাড়ে তিন শ কোটি রুপি।
ত্রিপুরার মানুষদের স্বার্থে বাংলাদেশ এই ট্রানজিট-সুবিধা দিতে সম্মত হওয়ায় সন্তোষ প্রকাশ করেছেন রাজ্যের গ্রামোন্নয়নমন্ত্রী নরেশ জামাতিয়া। মুঠোফোনে তিনি প্রথম আলোকে বলেন, এর ফলে রাজ্যের মানুষ উপকৃত হবেন। আরও উন্নত হবে প্রতিবেশী দুদেশের সম্পর্ক। একই মত আগরতলায় নিযুক্ত বাংলাদেশের সহকারী হাইকমিশনার মহম্মদ শাখাওয়াত হোসেনেরও। তিনি প্রথম আলোকে বলেন, আরও আগেই এটা চালু হওয়া উচিত ছিল। ভবিষ্যতে চট্টগ্রাম বন্দরও ব্যবহার করতে পারবে ত্রিপুরা। এর জন্য উভয় দেশের সরকারই আলোচনা চালাচ্ছে।

Much needs to be done for infrastructure development; Ashuganj port operating with makeshift setups

Trucks carrying Indian goods reached Tripura from Ashuganj port yesterday making the long-cherished idea of transhipment into reality.

Four vehicles, including one trailer, laden with iron rods, travelled about 84km through Bangladesh's Akhaura checkpoint to Tripura's capital Agartola.

Eighty-four of 1,004 tonnes, brought from Kolkata to Ashuganj river port by a Bangladeshi ship on June 14, were carried to warehouses in Agartola, completing the source-to-destination cycle in 16 days. It takes about a month if trucks travel the existing route covering a distance of about 1,600km inside India.

The vehicles did not face any problem on the road, said Maksud Hossain, an official of Anbis Development Ltd, a Bangladeshi operator that hired ships and trucks to supply goods from Kolkata to Tripura's capital via Bangladesh.

However, the goods had to be unloaded at the warehouses manually since there was no modern facility in place, said Maksud who travelled with the trucks.

Customs officials escorted the trucks from Ashuganj to Akhaura on the Bangladesh side, he said, adding that police instead should have accompanied the vehicles since customs officials would not be able to deal with any unexpected situation or trouble.

According to the bilateral agreement, the National Board of Revenue is responsible for ensuring safety of Indian goods to be transhipped and customs is under the authority of the NBR.

On June 16, Ashuganj port witnessed the official launching of transhipment by unloading goods from the first consignment in the presence of ministers, lawmakers, senior government officials and top diplomats of the Indian High Commission in Dhaka.

Transhipment began amid a lack of proper infrastructure. To provide the facility, the port is now operating with a small makeshift jetty and a warehouse and a makeshift customs office.

Officials of Bangladesh Inland Water Transport Authority (BIWTA) said the port lacks space to keep containers or materials upon unloading from ships.

Some loose goods can be transported through the port and it will be done with the help of the temporary set-up.

Moreover, the road from Ashuganj to Akhaura is narrow.

During a visit to the multi-modal transit system over 52 kilometres from Ashuganj port to Akhaura land port, it was found that infrastructure is not ready yet for large scale transhipment of Indian cargoes.

A modern inland container depot is still at its initial phase at Ashuganj port, which would facilitate transhipment upon completion. The widening of a 30km stretch up to Akhaura is yet to start.

Transhipment takes the relations between Dhaka and New Delhi to a greater height.

After the Awami League-led government came to power in 2009, India began persuading Bangladesh to provide the transit facility.

India's aim was to use Angtihara, the last checkpoint on its maritime border with Bangladesh, to carry goods to Ashuganj through the river route.

In 2010, Ashuganj was announced a Port of Call for transhipment.

That same year, a move was made to build a modern inland container depot with Indian credit on 28 acres of land on the banks of the Meghna river adjacent to Ashuganj food silo.

India would provide Tk 250 crore for building the container terminal but there has been little progress till now.

The land belongs to the railways and food ministries, Ashuganj fertilizer factory and private landowners.

Apart from the individuals, the authorities refused to give their land even after the government passed its approval, said Shipping Secretary Ashok Madhav Roy.

Locals said they could neither sell their land nor use it for other purposes since it was earmarked for acquisition.

The government has decided to make the depot on a separate piece of land, not owned by the ministries and the fertilizer factory, Ashok said, adding that the construction would begin soon.

A temporary terminal has been built by the side of the existing terminal for loading and unloading of local goods. As an interim arrangement, office buildings, parking yards and a small jetty have been built.

A private crane has been temporarily attached to the jetty for unloading Indian goods.

A paved road of half a kilometre connects the Ashuganj port with the highway. On both sides of the road trucks are parked always for carrying local goods. Transportation of heavy goods may cause severe traffic jam.

Trucks have to ply the Dhaka-Sylhet highway for 11km on their way to Akhaura checkpoint. That part is in good shape.

A distance of 18km to Sultanpur via Brahmanbaria remains very busy since goods trucks from Chittagong and Comilla ply the two-lane road. The road might not be fit for a huge number of trucks.

From Sultanpur to Akhaura, the road covering 10km has been improved with Indian finance in the last one year. It is in good condition now.

The road is narrow and has several dangerous turnings. The culverts are narrow too. Some 200 trucks ply the road each day for carrying goods of Bangladeshi exporters.

The authorities have sent a project proposal to the planning commission to turn the road into four lanes with loans from India. A vast area of land will have to be acquired to widen the road.

Uncertainty looms over the implementation of the project as locals oppose it.

The government is well aware of the infrastructure deficit.

Speaking with The Daily Star, Mashiur Rahman, economic affairs adviser to the prime minister, said, “If we want to expand trade with India, we need better infrastructure.”
