Bangladesh, India, Nepal finalise MoU to enable inter-vehicular movement​

Bangladesh, India and Nepal have finalised an enabling memorandum of understanding (MoU), to be signed by the three countries, for implementation of the much-awaited BBIN Motor Vehicles Agreement (MVA), pending its ratification by Bhutan, to facilitate movement of passenger, personal, and cargo vehicular traffic.

The decision to finalize the MoU was taken at a two-day meeting of senior officials of Bangladesh, India and Nepal in New Delhi on March 7-8. Bhutan participated in the meeting as an observer, reports our New Delhi correspondent.

The officials agreed on specific steps and timelines needed to expeditiously finalise the passenger and cargo protocols for the implementation of the BBIN MVA which was signed on June 15, 2015.

The Bangladesh delegation at the meeting was led by ATM Rokebul Haque, director general (South Asia) of the foreign ministry.

Recalling the commitments made at the highest level for implementation of the BBIN MVA, the delegations at the meeting expressed their desire to sign the MoU at the earliest to give momentum to the implementation of the agreement, the Indian External Affairs Ministry said.

The officials of the countries at the meeting emphasised the importance of operationalising the BBIN MVA expeditiously to enable seamless movement between them for facilitating trade and people-to-people contact.

The two-day meeting in New Delhi was held to discuss the passenger and cargo protocols that are essential to operationalize the BBIN Motor Vehicles Agreement (MVA) for the regulation of passenger, personal and cargo vehicular traffic, which was signed on June 15, 2015.

This was the first meeting of the officials since the outbreak of the Covid-19 pandemic. The last meeting was held in February 2020 in New Delhi.

Operationalizing the MVA by concluding the passenger and the cargo protocol will help realise the full potential of trade and people-to-people connectivity between the BBIN countries by fostering greater sub-regional cooperation.
The Asian Development Bank provided technical and knowledge support to the New Delhi meeting held on March 7 and 8.

Let's see what happens. Too early to tell really.

Unless Bangladesh can sell its exports in Indian market, I don't see our Govt. validating this "vehicular movement stuff".
BD should ask allowing cheap electricity import from Nepal and Bhutan in return. Nothing should be free. We need more green energy.

That is already happening with Nepal I think. Don't know about Bhutan.

If Indians have any sense, they should allow Hydel energy transfer from Nepal/Bhutan and Bangladeshi companies investing in these ventures (whether JV or not). If they want to charge us for trasmission - that is acceptable.

Its win win win for every one setting up Jv. I dont know what Indians are afraid of.

Nepal has so much potential to export its hydro and its green environment friendly.

Why connectivity to Nepal is done in such a strange manner. It will take a day to go to Nepal. Rather there should have been road connection form Kolkata and onward rather then via Assam and Bhutan. What I can see here India has just got transit to NE India.

Bangladesh should join China-Myanmar economic corridor instead of this.

I see this MOU as a positive thing that can enhance trade with a large proviso. India must drop its para tarrifs on BD products. Without this i agree with others that this gives transhipment rights to india over our territory.

The vision for the subcontinent should be similar to other trading blocks that facilatates easy movement of goods. I really do not see this being any different at all with all honesty. Let us hope this is a first step and comes in conjunction with an FTA with india. Nepal and Bhutan.

Without doubt the benefits in absolute terms is likely to be greater for india but we must keep our perspective. If the end sum leaves BD benefiting that I would say we should plow on ahead. This must not be viewed with a prism of who benefits most but does BD benefit with all things considered.

Greater integration will bring synergies between these nations not only in economics but also in the sphere of geo strategic stability.

BD must have a long view. Where do we want to be in 50 years? We trade with the world but surely we must trade with our near neighbours more if for nothing else but to take advantage of our economic prowess. In the region BD has the largest economic engine. We already dominate trade in the indian NE. Played properly we can use this to gain greater market penetration and propel economic growth. BD strategists are not stupid, there are risks but also benefit and it is up to us to play the cards we have to serve our interest.

India has been wanting transit in one guise or another (like this one) - but they won't get it so easy I'm afraid.

As long as they block our exports "chira bhijbe na".

Sanghis in Delhi have to get clued in on this.....
