Bangladesh Air Force to purchase Mi-28NE Havoc attack helicopter from Russia

Emphasis has been placed on further enhancing the capabilities of the Bangladesh Air Force in the Forces Goal-2030 to ensure a strong national defense system. As part of this, eight Mi-28 NE attack helicopters are being purchased from Russia. It will cost around Tk 4,100 crore to buy these helicopters. This information has been known from the sources of the Ministry of Finance

A proposal has recently been sent to the finance ministry for pre-approval on the purchase of helicopters from Russia. It said policy approval was given for the purchase of eight MI-28 NE attack helicopters for the Bangladesh Air Force in the current and next financial year through direct negotiations with the Government of Russia, the selling country under GTG (Government with Government) or its designated agency. It will cost approximately 4 thousand 100 crore.

According to the proposal, the purchase of eight helicopters at a cost of 4 crore 35 lakh euros will cost 34 crore 60 lakh euros or 3 thousand 365 crore 60 lakh taka. The rest of the money will be spent on overseas and local training, insurance, VAT, agency commission and other expenses for the operation and maintenance of the helicopter.

A 12-member joint committee has been formed under the chairmanship of an Air Vice Marshal at the Air Force headquarters in accordance with the Armed Forces Procurement Policy for direct negotiations with the Russian government or Russian government nominees for the purchase of helicopters. The committee members include two representatives from the Prime Minister's Office, Ministry of Defense, Finance Department, Economic Relations Department, Ministry of Foreign Affairs, Ministry of Law, National Board of Revenue, Armed Forces Department, SFC (DP) and Biman Sadar.

The proposal further said that the cost of purchasing the helicopter will be paid from the bulk allocation of Tk 4,100 crore for the next five fiscal years including the current 2021-22 fiscal year or the next five fiscal years from the next 2022-23 fiscal year. In this case payment will be made through LC or through remittance under Bangladesh Embassy located in the country concerned.

I thought Bangladesh had apaches already contracted so what happened?

That is a unit cost of ~USD 46 million.

The NM variant is brand new and therefore I could not find any info on its cost.
The original Mi-28 used to cost 15-20 million.
The question is, are we getting ripped despite the fact that the new variant is more advanced?
Reaction of sanction? We were supposed the buy 8 Apache!
I thought Bangladesh had apaches already contracted so what happened?
1. BAF had considered Apaches and then decided against procuring them. This is BA buying Havocs. I believe the news is incorrectly attributing this to BAF.
2. These decisions are not made overnight - Mi-28's have been in consideration with BA for a while now. This is not a "reaction" to anything - procurement decisions never go through this quickly between BA, PMO, MoD and MoF.
3. No contract was ever signed for Apaches.

This latest NM variant of Mi-28 can fire cruise missiles from 100km away.


Note: NE is the export designation for NM.

If true, where is the logic here?

Totally indigenous Turkish version of the T-129 will probably be ready for export by 2025 and BA has no urgent need for attack helicopters right now.

Odd news - where is the official reference/news? Lets see if the Russians announce this.

There is of course CAATSA to think about - but - are we witnessing the death of CAATSA due to failure to enforce CAATSA on India? Has it become open season ?

our airforce chief himself is a helicopter pilot..so its quite understandable that he will materialize helicopter deal frst before MRCA(!!!) ,nd few days ago he visited russian aviation industry(mil mi helicopter plant)..now we have to wait to see the reaction from americans!!

If this news is true, this is another indication of BD moving closer to Russo-China away from US.

BD should expect to experience the full might of US's "democracy and human rights" going forward. Coup attempt or political instability is imminent.
