ISLAMABAD (Reuters) - Pakistani economic advisors discussed banning imports of luxury cars, smartphones and cheese in a wide-ranging strategy session on how to avoid seeking a bailout from the International Monetary Fund (IMF), a senior government advisor said.

While no decisions were made, the floating of radical measures to tackle Pakistan’s ballooning current account deficit by the newly formed Economic Advisory Council (EAC) underscores the new government’s determination to avoid another IMF bailout.


The EAC held its first session last week, chaired by Finance Minister Asad Umar, who took office last month.

A lull in Pakistani exports and a relative spike in imports has led to a shortage of dollars in the economy, putting pressure on the local currency and dwindling foreign currency reserves.

That has prompted most financial analysts to predict Pakistan will turn to the IMF for its 15th bailout since the early 1980s. But new Prime Minister Imran Khan has criticized a culture of dependency and his party’s officials have expressed concerns that the reforms and austerity the IMF might demand would strangle promised government spending.

Ashfaque Hasan Khan, a university professor who is one of more than a dozen EAC members, told Reuters that during Thursday’s meeting, the focus was on outside-the-box ideas that would help curb imports.

“I didn’t find any member (who) suggested that Pakistan should go to the IMF because there is no other alternative,” he said. “We need to take some actions. ‘Do nothing’ scenario is unacceptable.”

Umar could not be reached for comment on the EAC meeting. He recently told the Senate that while Pakistan needs to meet a $9 billion financing requirement, the IMF should only be a fallback option.


Khan said the more radical steps discussed were a year-long ban on imports for cheese, cars, cell phones and fruit that could “save some $4-5 billion”. A push on exports could generate up to $2 billion in extra inflows, he added.

“You see how much cheese is coming in this country from abroad,” Khan said. “Market is full of imported cheese. Does this country, which doesn’t have dollars, deserve this, that it is importing cheese?”

Last year, the previous government hiked tariffs by up to 50 percent on 240 imported items, including cheese and high-horsepower cars, and imposed regulatory duties on dozens of new imports. But no outright import bans were issued.


Umar recently said Pakistan would not rule out asking “friendly nations” - usually code for historic allies China and Saudi Arabia - for assistance to avoid going to the IMF, as well as raising money on international debt markets.

The current account deficit widened by 43 percent to $18 billion in the year ended June 30, hit by a jump in oil prices. Pakistan imports about 80 percent of its oil needs.

To ease current account pressures, Pakistan’s central bank has devalued the rupee four times since December, while interest rates have been hiked three times this year.

Good, Pakistan cannot afford imports being 3 times more then exports. This will not affect 95% of Pakistan population. And luxury cars are owned by like 0.01% anyway.

I'm sure other countries will understand Pakistan.

Excellent decision. There should be a thorough look at our imports. Especially luxury items need to be scrutinized. The people can initially survive without cheese and other such commodities. Get very strict on imports.

What do you think about these ideas?
As a general rule I am against banning import items. Greed, avarice, consumerism, envy are good for the economy. If not you would just work enough to earn some money for roti and dhal and then fart all day. The more envious, the more greed for wordly goods drives you harder and imports fit into this. Chinese and Americans are some of the most ostentatious consumerist people on earth and that is what drives thier dynamism.

However Pakistan faces a crisis on the current account deficit and we must do everything to avoid going to IMF. So given the extenuating circumstances it is good idea to block cheese and other items that Pakistan can do without for now. However long term success will not come by blocking imports but my striving to increase exports. Pakistan really needs to increase exports. All successful countries have depended on exports to drive the economy forward - China, Turkey etc

Exactly, my thoughts. A nation facing such horrendous economic crises while having a luxury of importing unnecessary premium goods. What is the need of importing luxury cars, dairy products, clothes/textiles, smart phones? Even the pharmaceutical imports should be strictly monitored and common allergy and pain killers should be banned from imports.

Same goes with the gasoline prices, Pakistan has one of the world's lowest priced gasoline whereas petrol prices are way higher in China, India, Afghanistan, Bangladesh, Sri Lanka, etc. The price hike is required for private cars.

  2. Also Ban people who don't pay taxes.
  3. Also Ban foreign travel atleast Unnecessary foreign travel.
  4. while we are at it, also ban unnecessary trips within country as well, after all it wastes gasoline and diesel.
How about we Ban army from importing the Billions of Dollars worth of Helicopters? or Ban the Navy from Buying Billions of dollars worth of ships? Or ask the military to stop giving their employees billions of dollars worth of benefits which no other ordinary workman gets.

Who here except in the military get land given to them on retirement? and if you don't know this isn't just Generals who get it.

Who here gets free accommodation provided to them except military and government employees? Oh guess what People, in fact you pay for all those.

How about we ban incompetence and idiots in the government? e,g Banning the construction of cement mills because they use too much water. Can someone correct me and tell me if 1 kilo of wheat production uses the same amount of water as 1 ton of clinker? so 50c of product uses the same amount of water as 50$ and yet you ban the 50$ product. Even the Hamid Mir said something idiotic like " one cement mill uses about the same amount of water as a city". So.. how about the wheat fields ? for which you want to keep building dams and divert water from the cities?

If we cant ban idiots, why ban anything else? because the decision to ban will be made by the same idiots.
