Balochistan cabinet shocked by CPEC presentation

KARACHI: The Balochistan cabinet was left shell-shocked at the end of a briefing on the progress of CPEC projects in the province when it was revealed that no progress has been made in any projects outside Gwadar and the meagre share of the province in the overall portfolio of CPEC projects.

The briefing was provided by the CPEC Cell that the Balochistan government has recently established with help from the World Bank.

According to a source who was present during the meeting on Monday, which lasted all day, almost four hours were spent on the briefing from the cell.

The major finding of the cell was that all projects connected with the western route have seen no progress whatsoever, and the overall size of the portfolio of CPEC projects in Balochistan is miniscule where less than 9 per cent of the total committed, around $5.5b billion, is for the province and less than $1bn has been spent in four years. Of this $1bn, around $200m is accounted for by the Hub power plant.

The cabinet members described the CPEC spending thus far as “a joke” and they blasted the previous government for its inaction.

In the energy sector, the cabinet was informed that the current shortfall of 700MW in the province means that all the new power injected into the grid as a result of CPEC power projects has not found its way to Balochistan and that Makran Division has still not been connected to the national grid.

Two projects negotiated by the previous government — Quetta Mass Transit and PAT feeder to Quetta water project — will both be revisited by the new government.

“The debt and liabilities of both projects will be borne by the Government of Balochistan and the costs revealed in the feasibility are very high,” according to the source.

The Quetta Mass Transit cost, for example, is $912m which is larger than the total development budget of the provincial government. The cost of land acquisition, displacement and resettlement and income tax and customs duties are not included in this figure.

For the PAT feeder, the water will need to be pumped up to an elevation of 6,000 feet across a distance of 280km to reach Quetta, using 9 pumping stations at different points across the pipeline. The project cost is Rs40bn, also to be borne by the Balochistan government.

Outside of Gwadar, the cabinet was informed that the roads of the western route have seen no progress, and more than half of the Balochistan component of the western route is still not officially part of the CPEC agenda.

Without the inclusion of these projects in the agenda of the Joint Working Group on Transport and Infrastructure, the projects are not eligible for concessionary financing from CPEC funding lines. The federal government has committed to fund these from its development budget, but thus far the allocated funds have not been released despite a passage of three years.

The cabinet members were also annoyed that the Hoshab-Basima-Sorab section of the road has been shown as part of the western route by the federal government even though this project began in 2006 and is part of the common alignment.

The cabinet members agreed that the Balochistan government will take a bold and firm line for their province in the forthcoming Joint Cooperation Committee meeting scheduled to be held in Beijing next week.

i think one reason of less development in balochistan is poor security condition when you kill laborers and engineers at working sites no one will be willing to work and invest at that place baloch people should contribute to improve security of region if they want economic activity in their region

yeah, that is something totally different. labor only comes in once the project is approved and initiated, but here, the report tells us that significant projects have not even been proposed, let alone initiated. the lion's share has gone to punjab. please stop fooling yourself.

Balochistan is backwards from rest of country from beginning due to the sardars way of thinking they not want a positive change and want to remain in old manner unlike punjab which is safe for foreign investors and people not resist development in punjab

QUETTA: Chief Justice of Pakistan Mian Saqib Nisar has said the situation in Balochistan is deplorable and despite having huge mineral resources the people of the province are demanding the provision of even basic rights.

Addressing the inaugural ceremony of the newly constructed building of the Supreme Court’s registry here on Monday, the chief justice said the people of Balochistan complained that they were being neglected by Islamabad despite the fact that they had rendered great sacrifices for protecting the country.

“I personally feel a sense of embarrassment while observing this situation about Balochistan,” he said, wondering why the chief secretary and the police chief belonging to other provinces were being posted in Balochistan. He said that although these were administrative issues, the concept of self-governance should be equal in Balochistan as in other provinces.

Justice Nisar said the judicial system in the country must remain strong after him as institutional issues were more important than individuals.

Deploring the previous government’s lack of interest in resolving the issue of water scarcity, he said the country today was facing the serious issue of decreasing underground water level. The present government, he added, was taking up this important matter seriously and issuing warnings that the country, especially Balochistan, would face a serious water crisis in future.

The chief justice regretted that the provincial governments had done nothing to resolve the worsening water crisis and asked shouldn’t be these governments held accountable for risking public lives.

“Taking sincere measures and patriotism are the only way of developing Pakistan,” he said, adding that time had come not to repeat past mistakes which pushed the country back. “We must take steps in right direction to take the country forward and utilise the available resources and benefit from the vast opportunities,” he said.

Justice Nisar said that at the request of honourable judges and bar members, he had increased the number of judges in the Balochistan High Court three months ago. “We have also increased the representation of Balochistan in the Islamabad High Court from seven to 10,” he added.

The chief justice expressed the hope that the SC Quetta registry would play its due role in providing swift justice to the people of Balochistan.

The inaugural ceremony was attended by Justice Asif Saeed Khosa, Justice Sheikh Gulzar Ahmed, Justice Musheer Alam and Justice Mazhar Mian of the Supreme Court, BHC Chief Justice Tahira Safdar, sitting and retired judges of the provincial high court and a large number of lawyers.

I must say we should acknowledged that work which should have been accomplished in Baluchistan are not being done in full swing.. I have been saying for long time that the new master plan of gawadar is linked with whole Baluchistan's development.. Kindly announce new master plan of gawadar officially. So that we can have better understanding from gawadar to khunjrab.

Few points to you need to muse over -

  • the trouble you see from Baloch nationalists feeds on sense of deprivation which is real because of neglect of Balochistan by federal government for decades.
  • why is Iranian Baloch mor developed then Pakistani Balochistan. There is extremeb contrast just across the border with Iranian Balochistan lagging behind rest of Iran but well ahead of Pakistani Balochistan.
  • why the Baloch in Iran despite being Sunni and thus discriminated by a Shia dominant Iran are more placated then Pakistani Baloch?
  • Could the reason be Iranian state has invested far more then Pakistan on it's side of border and that has placatated the population despite the Sunni/Shia chasm. Be noted that there is problems in Iranian Balochistan as seen in the attack in Chah Bahar but they are not as extreme as in Pakistan.

I think there is no Castle being built outside of Gawadar as there is no population outside that area
