While Pakistan technical would have a Second strike capability with the Babur 3; nothing short of a SLBM would allow for a robust sea-based deterence. An affordable option for Pakistan, considering it is planning to get 8 SSK from China is to make three Chinese SSKs with a VLS section similar to the one on the Russian Amur 950.

Armed with 8 to 12 missiles similar to India's K-15 Sagarika Missile, and warheads of various weights and yields, it can form a formidable deterence force. The design of the K-15 is that os a two stage solid fueled missile, where the first stage is a solid fueled missile; which lifts the the missile to 50 km in altitute; and releases a solid fueld hypersonic cruise missile, which can manuever and glide to a target between 700 km and 1900 km away depending on the weight of the warhead.

If the PN begins on building its own missile similar to the Indian K-15 (which is based on the brahmo) it doesnt have to look to far then the current Chinese CX-1 missile. Most of the design is there. Supersonic Cruise missile, on top of a solid fueled booster.
