No doubt Australia has had some racist policies up until fairly recently, maybe as recent as 30-40 years ago. The aboriginal people have been treated appallingly and it should never have happened.
Now saying that a few things;
Continued genocide of aboriginal people? The author of that article also saying Australia is involved in the genocide of the Iraqi's and Afghans too. Unless the definition of genocide has changed recently then i do not understand where he is coming from. Throwing the word "genocide" around in such a way as to water down its meaning and twist it around to his own purpose shows he lacks maturity. That article is full of emotion and not much of substance.
And for the record, the reason the government took so long to say sorry is because they where scared of huge sums of compensation. The public has had their own sorry day for years, its not a lack of compassion from the Australian public, but lack of will from a government that would prefer money over karma.
Today aboriginal people are still disadvantaged, they have lower life expectancies, lower wage, health, future prospects etc etc. Why??
Trust me its not due to lack of rights, Aboriginal people have the exact same rights as any other Australian plus a few more. Some of those extra rights are more comprehensive healthcare, educational and loan grants, land access and rights to live traditionally(non aboriginals are not allowed to kill certain animals, aboriginals can as part of their traditional diet)
Guess the question is why then are Aboriginal people are still on the lower social economic scale in Australia. Its a tough question and my answer would be a 10 page essay which i am not going to write here. In general terms and again purely my own opinion;
Aboriginal people are among the most spiritual people you are ever likely to meet, they are regarded as the best trackers in the world and have a connection with the bush that white people just do not understand. Asking a people with ingrained tradition over many thousands of years change to a modern life style in the blink on an eye is not going to happen.
So continued genocide of aboriginals? No thats BS
Aboriginals in Australia at a disadvantage? Yes thats true
