Assessing Musharraf's Rule on the Twelfth Anniverary of the 1999 Coup

Musharraf's policies helped create 13 million new jobs, cut poverty in half and halved the country's total debt burden in the period from 2000 to 2007.

Musharraf Government's Accomplishments:

Thanks to the dynamic economy under President Musharraf's rule, Pakistan created more jobs, graduated more people from schools and colleges, built a larger middle class and lifted more people out of poverty as percentage of its population than India in the last decade. And Pakistan has done so in spite of the huge challenges posed by the war in Afghanistan and a very violent insurgency at home.

The above summary is based on volumes of recently released reports and data on job creation, education, middle class size, public hygiene, poverty and hunger over the last decade that offer new surprising insights into the lives of ordinary people in two South Asian countries. It adds to my previous post on this blog titled "India and Pakistan Contrasted in 2010".

The current PPP government summed up General Musharraf's accomplishments well when it signed a Memorandum of Understanding with the International Monetary Fund which said:

"Pakistan's economy witnessed a major economic transformation in the last decade. The country's real GDP increased from $60 billion to $170 billion, with per capita income rising from under $500 to over $1000 during 2000-07". It further acknowledged that "the volume of international trade increased from $20 billion to nearly $60 billion. The improved macroeconomic performance enabled Pakistan to re-enter the international capital markets in the mid-2000s. Large capital inflows financed the current account deficit and contributed to an increase in gross official reserves to $14.3 billion at end-June 2007. Buoyant output growth, low inflation, and the government's social policies contributed to a reduction in poverty and improvement in many social indicators". (see MEFP, November 20, 2008, Para 1)

Pre-Musharraf Decade:

Before the coup, Pakistan was approaching the end of what is now remembered as The Lost Decade of the 1990s when PPP's Benazir Bhutto and PML's Nawaz Sharif played musical chairs, while the economy stagnated and the people suffered.

Summing up the economic situation after the PPP-PML coalition took office in 2008, the Economist magazine in its June 12 issue summed it up as follows: "Before Mr Sharif was ousted in 1999, the two parties had presided over a decade of corruption and mismanagement. But since then, as the IMF remarked in a report in January, there has been a transformation. Pakistan attracted over $5 billion in foreign direct investment in the 2006-07 fiscal year, ten times the figure of 2000-01. The government's debt fell from 68% of GDP in 2003-04 to less than 55% in 2006-07, and its foreign-exchange reserves reached $16.4 billion as recently as in October." Criticisms of Musharraf Government:

Among the various criticisms of Musharraf's rule, there are two that particularly stand out:

1. Musharraf's Support For US War on Terror:

Musharraf has been heavily criticized for siding with the United States and angering the Taliban and their sympathizers who have been attacking and terrorizing Pakistani state and its people. As mightily as Pakistan has suffered at the hands of the Taliban and al Qaeda terrorists and their affiliates since 911, I do believe that Pakistanis would have been much worse off if Musharraf had not sided with the United States when asked after the worst terror attacks on US mainland. The consequences of refusal to help the US would have ranged from direct and massive NATO attack (probably with Indian help) on Pakistan to crippling sanctions and complete political and diplomatic isolation on the world stage.

2. Musharraf's Failure to Increase Energy Supply:

There was double digit annual growth in industrial production in Pakistan from 2000-2007, and the rising incomes and standards of living put pressure on energy supplies, particularly electricity. However, the situation was being managed to assure only short interruptions in supply to maintain and ration insufficient power generation capacity. For example, in June 2007, the power cuts in Pakistan lasted no more than 3 or 4 hours a day. Today, the situation is far worse with 10-12 hrs or more of load shedding every day, in spite of an stagnant economy.

It is becoming increasingly clear that it is the total absence of financial management, not just insufficient installed generating capacity, that is the crux of the worsening energy problems in Pakistan.

Riots have broken out as the Punjab, Pakistan's largest province, finds itself in the midst of the worst ever electricity crisis in the nation's history. The power shortfall has reached almost 9000 megawatts across the country, over half of the total demand of about 17000 MW.

Many public and private power producers have shut down their power plants due to the suspension of fuel supply by Pakistan State Oil, the state-owned oil company, according to a report in the Express Tribune. The oil company is demanding payment of Rs. 155 billion in outstanding dues from the power producers before resuming fuel supply.

Summary:

Musharraf era was the best era in terms of improving the lives of the ordinary folks in Pakistan since the Ayub-era in the 1960s. Strong economy helped create millions of new jobs and lifted millions out of poverty. Social indicators improved significantly and the the size of the middle class grew dramatically. So why is it that there are so many people who continue to condemn Musharraf?

I think Musharraf's critics can divided in two categories:

1. Self-serving politicians and their supporters under their patronage who deny Musharraf's accomplishments because any admission of reality would be seen as a confession of their own incompetence.

2. Those who acknowledge Musharraf's economic legacy but would still prefer elected civilian government for ideological reasons. They are perfectly willing to sacrifice economic growth in the hope of hastening a better democratic future for Pakistan.

I, too, want to see a democratic Pakistan, but I strongly disagree with both the above categories. In my view, the best way to usher in genuine and successful democratic rule is to first unleash East and South East Asian style rapid economic growth which was brought about by dictators like General Park Chung-hee of South Korea, Mahathir Mohammad of Malaysia and General Suharto of Indonesia. Each of these autocrats brought their nations in to the modern industrial era and created a large urban middle class which is now sustaining democratic rule. Until such time as Pakistan has a well educated and politically empowered urban middle class making up more than half of its population, the electoral process will continue to result in patronage-based feudal democracy of the kind that exists today.

But the actual point is that he never took any military action against taliban and other militia...He knew that this militia cud be used by their country in future in case of a war against USA etc..
that was a good thing..

It was only the new civilian government which mishandled foreign policy and got themselves into the "war on terror".....

Musharraf did well in Economic turn around for Pakistan if it was not for the Fanatics , perhaps Pakistan would have reaped 100% more improvements.

Not to mention all the military deals were closed in Musharraf`s time

Bang on, but it did not happen this quickly, rather a chain of events instigated the final over turn.

i dont know about u guys but the chief justice himself was corrupt...

there is some recent evidence found against him by the intelligence..but they aint going open about it cuz they wanna keep their jobs..

the CJP is known as a very arrogant and ill mannered person, he is not the nice and humble guy that most think he is. He is very very blunt in his talk and arrogance is a word commonly associated with him.

Most of the developments he undertook were cosmetic and not sustainable. His rule was on artifical life support alled "US Aid". He left the worst legacy for the nation such as Baloch insurgency, FATA terrorism, WOT headache and worst of all..NRO and MQM. Now he wants to ride on the pride of his bogus development and expects to be re-elected again. He should be tried for treason.

Well from a business and statesman point of view these are the benefits I saw during Musharraf`s time

a) IT sector experienced phenomenal growth
b) GWADAR project second port for Pakistan a foreign company was given chance to expend business in Pakistan
c) Money investment was pouring into Pakistan , with trader fairs , investment gathering sessions
d) Telecom sector in Pakistan expanded rapidly during his time high speed internet
e) Freedom of press , and open criticism of government was allowed in media an unheard of item before in PPP, and Nawaz or
other leagues
f) Military deals were struck with Swedish AWACS , Chinese AWACS, strategic gain of engines for JF17 thunder, F22P frigates , and other military hardware, missiles, harpoons , BVR , short range were all accomplished during his time.

Notable deals included , the missile deal with Brazil, USA , and China. Not only we got the OHP frigates we also ended up getting Chinese F22P frigates

Lets not forget J10B deal with China 36 state of art planes to safe guard Pakistani airspace for another 10 years possibly 100 more - A100 MLRS

g) NADRA was formalized , and national Identification system was established in Pakistan to stop forged passports and IDs - biggest modernization of tracking of Pakistani nationals

h) All companies and corporations in Pakistan were earged to setup corporate presence websites
i) Gulf Banks , and investment groups opened up bank branches in Pakistan , because of sound investment and benefits of doing
so in Pakistan
j) During musharraf`s time , Pakistan Railways did post profits , and Pakistan also established workshops to repair engines
and also order ample supply of engines from China
k) Various road projects were extended , and Karachi saw great revival in road projects with cooperation from MQM side

l) Most importantly his strategic stance led pakistan to be an ally on war on terror and capture of fugitives in Pakistan and Afghan borders improvement in Money laundering laws in Banks

j) Pakistan also started key discussions with India and made great break thrus in trade and sports
l) Iran - Pakistan gas pipeline made great progress during his time , and alot of the finalization was already done but the wait was from India otherwise , it was during his time 90-95% of the deal was brokered
M) Unprecedented number of TV channels opened in Pakistan which ensured that Pakistani people had freedom of press and reporters were open to spot and report corruption
O) PCB had its first constitution , and also the organization had a business man as a CEO which created the centralized contract system that Pakistani board now uses to pay its players , and foreign coaches were introduced during the time

P) During Musharraf's time , the world bank begged us to take loans and Pakistan instead focused on paying off the debt !!!



Due to the pro democracy policies of Musharraf , he was invited to China , and also in US , infact Bush invited him to his personal ranch as a friend , because like most Pakistanis Musharraf is against Terrorism

When Musharraf speaks, people pay millions to listen to the intellectual's mind - in western world

How many time anyone pays Altaf Bhai ? whose rants can't be understood by anyone with any formal education, or Nawaz Sharif Sahib who is more focused on booking a next flight to Saudia or United Kingdom for health reason. Or who pays to listen to Zardari , even the villagers in Sindh are paid off with a bag of rice or wheat to get them to attend his meetings ..I mean the guy was a convict in Prison ... and had court cases against him billions stolen and involved with Sarkozy in Agosta Subs kick backs deals
..

There is a difference , Musharraf's is a educated man , worked in a professional setup military vs these other goons so called Democratic leaders of Pakistan who don't pay even a cent in taxes

What exactly has PPP done ?
0 Military deal
0 Finance deal
0 Investment in billions
PPP has ensured that electrical railway system is sold off and it costs 50% less then diesal
Zardari and Gillani routinely run off to UK and forigne tours when floods came look me and you we both know how BRAVE these leaders are on does not pays taxes and the other buys property in UK

What is bilawal doing to help Pakistan ? do you see him clean streets or bring blankets to poor people suffering from dengue virus ?

What has Nawaz done ?

He ran off to UK and faked a heart surgery when Ramond davis saga was unfolding in Punjab
When the news broke out , and I found where the Sharif brothers were it shows their Lack of character ran off to UK for a fake heart surgery (hair implants)

What has MQM done ?
1 Load sheding , and electricity theft
1 Theft on rise in Karachi
He commands his people , bravely from UK office , and while he gets his payments sent from Karachi living life of luxury while pretending to be beneficiary for people

Unknow we don't know their capacity or if they can even win anything

Musharaf gets 9.5/10 from me , 0.5 deduction that he should have handled few things slightly better but we all know all the CHOORS where together to bring him down shaking hands

Regardless of the criticism of President Musharraf's politics or personality, there is general agreement among independent economists that, through his structural reforms and economic management, President Musharraf left Pakistan's economy in much better shape than he found it when he seized power in 1999.

Here are some of the key highlights of the results of Musharraf era economy:

1. Pakistan's tax base and government revenue collection more than doubled from about Rs. 500b to over Rs. 1 trillion.

2. Pakistan's GDP more than doubled from $60 billion to $170 billion from 2000 to 2007.

3.2007 figures indicate that Pakistan's total debt stands at 56% of GDP, significantly lower than the 99% of GDP in 1999.

4. Pakistan attracted over $5 billion in foreign direct investment in the 2006-07 fiscal year, ten times the figure of 2000-01. Contrary to accusations by Musharraf's detractors that it was an artificial consumer-led growth, it was really an investment-led boom that Pakistan experienced in Musharraf years.

5. In spite of the election-related political turmoil, Pakistan’s economy maintained its momentum in 2007, growing by 7%, slightly more than the 6.6% for 2006. Agricultural sector growth recovered sharply, from 1.6% in 2006 to 5% in 2007, while the manufacturing sector growth continued at 8.4% in 2007, slightly more moderate than the 10% for 2006. Services grew at 8% in 2007, down from 9.6% in 2006.

6. The Karachi stock market surged ten fold from 2001 to 2007.

7. Pakistan positioned itself as one of the four fastest growing economies in the Asian region during 2000-07 with its growth averaging 7.0 per cent per year for most of this period. As a result of strong economic growth, Pakistan succeeded in reducing poverty by one-half, creating almost 13 million jobs, halving the country's debt burden, raising foreign exchange reserves to a comfortable position and propping the country's exchange rate, restoring investors' confidence and most importantly, taking Pakistan out of the IMF Program.

The Wall Street Journal did a story in September 2007 on Pakistan's start-up boom that said, "Scores of new businesses once unseen in Pakistan, from fitness studios to chic coffee shops to hair-transplant centers, are springing up in the wake of a dramatic economic expansion. As a result, new wealth and unprecedented consumer choice have become part of Pakistan's volatile social mix."

In addition to the improved economy, President Musharraf's policies enabled halving of poverty from 34% in 2000 to 17% in 2008, proliferation of independent radio and television stations, and an expanded middle class, which ultimately led to his downfall.

It was on "dictator" Musharraf's watch that Pakistan saw unprecedented deregulation of the mass media, prolific growth, and vibrant debate that had never occurred before him. None of the "democrats" or "dictators" who ruled before him gave such a gift to the people of Pakistan.

It is this media freedom that I think is Musharraf's best legacy that can not be easily denied or reversed. It'll serve Pakistan well by shining light on the misdeeds of Pakistan's leaders now, and in the future.

Prior to US intervention

All the crooks were banished from Pakistan

a) Zardari & his family and their assets (illegally stolen funds were frozen in European banks)
b) Nawaz Sharif was banished from Pakistan in Saudi Arabia
c) Altaf bahi was already drinking wiskey with Tony blair

With all these crooks away , Pakistan was just doing fine , until they decided to come home and since then Pakistani economy is going downward and the politicians are to blame

Just recently Nawaz is launching a campaign to shut down businesses etc
