Why coulntnt he send the bill to the lt governer? Get approval then table it in the assembly? The lt governers approval will essentially based on where the funding for the lokpal will come from...he is not going to pass any comment on the structure or any other content...for the lt governer the financial aspect is the only concern
This being so why couldnt kejriwal send the bill to the lt governer so that he could get acess to funding for it from the centre(president)?
The only reason i can think off is this
1)The congress has passed the lokpal bill in the parliment. This means Aravind kejriwal has no issue to place in front of the country to garner votes in Lok saba elections.
2) he has been in the cm post for just 2 months and hence he will still have nothing to show as an acheivement when he goes campaining for lok shaba because there is no time to actually acheive anything in this period before the lok shaba elections
3) so unless he Brings about the lokpal bill before the lok shaba elections he will have nothing to show....
4) hence to make sure he has something to show for the elections he tables the bill in the assembly without following due protocol because following protocol will need time( since it has to go to the lt governer from there to the president and back.)
5) the other parties did not accept the tabling of the bill without lt goverers approval which is the actual procedure. This mens he still has noting to show
so he turns the tables saying that the other parties are against the bill itself while the other parties are acually against the blant disregard of protocol by the AAP.
this proves that the AAP is more worried about the Lok sabha polls rather than acually bringing about the janlokpal bill...
And hence to show himself and his party as some kind of messiah and garner votes on lok sabha , kejriwal has brought about the full drama
