Army Audit - Yes or No?

Do you have information to prove your claim of 50%? Seems a heck of a lot even for Pakistan.

On the audit, every part of goverment should be audited to make sure they are acountable to the public for the money they spend. Health care Schools Army what ever if you dont have a robust audit trail you cant know the money is being spent on what it is allocated for.

Regardless the percentage of the budget allocation... there must b a full scale Audit by the Auditor General of Pakistan.

Why just Army ?

I think all branches of government should be Audited.

There should be Accountability of government at large.

When you have a known thief as the President of the country, this becomes all the more important.

Zardari should be made to declare his worldwide wealth and account for how he accumulated this Wealth ?

Defence personnel only obey the order of their seniors and they live very discipline life with comparing to the civil. In defence there is a check and balance system. The best people of my country serve the defence at all levels. I am proud of them. The matter of audit is questionable, yes but there are so many branches of the forces which branch or branches should be audit ?

The Army's budget is audited down to Unit level

First, there is the Periodic Audit where auditors from the CMA oversee all transactions.
Secondly, the Test Audit where the periodic audit is audited over again by different auditors.
Lastly, there is the Super Audit, where randomly selected units have their audit reports reviewed by CMA.

All this per every YEAR!

All transactions are overseen by civilian accountants that are attached by the MoD to each unit and any inconsistency no-matter how meagre is the subject of stringent investigation and a Court of Inquiry is formed to establish who is responsible. There was this Lieutenant who failed to pay Rs.300 of his mess bill before he was posted out from Multan, as a consequence of which he was awarded a Severe Displeasure Recordable which effectively put a full stop at his chances of being promoted over the rank of Major. Field Intelligence and Field Action units of the MI oversee the behaviour of troops and officers, any unbecoming behaviour or short-comings in finances are reported, the persons booked by the Military Police and the accused is summarily dismissed until the Court of Inquiry announces their hearings.

They are well audited, in fact it happens to be the least corrupt institution of our country.

Out of this 50% goes to the PA and 25% each to PAF and PN.
so PA gets about 9 % of the budget.
That means PA is maintaining the 8th largest military while ranking 35 on expenditure.I think there is credit due for the efficiency.

I'm assuming you've never even observed the army closely. Well, as someone who's had a college in a base with actual knowledge of the army which can also be verified freely, army carried out an audit of its spending. This is done by civilians who have full power to question any thing that seems suspicious.

So, yes, army should be audited but the thing is, it already is

Also, 50% of the 18% goes to the Pakistan Army. That percentage is abused by the media to blame PA when the actual percentage is around 18%

Pakistan army, Air force, and Navy as defence line of Pakistan is the back bone of our country. I trust the defenders of my nation. I sleep and live safely because of them. How much they consume of the GDP or GNP is out of question. As a civilian we must support our defence personnel's and boost their moral never let them down at any cost. Long live Pakistan and Pak army Zindabad.

The army doesn't even ask for blind trust. Everything is audited by civilians under the Ministry of Defence

Army should be audited but not by the auditor general office but by a CA firm. Army intelligence should clear the partners and staff involved in their audit.
Auditor General Office, if involved' will stop advancement in the army. AG office ppl, if not properly fed make audit paras which are obviously wrong and are deleted in the end but they waste a lot of time. e.g. in 2008, GOP gave certain excess funds to my organization. We gave govt back that amount. But since 2009 the para is a pain in the a ss of my organization which did not gave the excess fund but returned it to the GOP. Therefore, in my opinion AG office audit will be a disaster.

Regarding Army Welfare Trust and Fauji Foundation. These are investment made by army in the corporate sector for the retirement benefit of their employees. I wonder why the foreign media is against that thing. It is the best thing army has done so far. Frankly I am not fond of army very much but neither AWT nor fauji foundation deserve any special treatment. They are just well managed, and are fully audited by a CA firm and in most of the case big four like AFF , KPMG etc.

Audit by the Military Accounts office is not a proper post audit function, it is infact a pre-audit function, in which each transaction is pre audited before it is made.

Plus it is not independent
