No, read the article:

"Though I have envisioned India to become a superpower by 2020, the attitude and the confidence of the youth, to conquer everything in the right spirit, would make the country a global leader and super power within five years," Kalam told reporters.

He is talking about a "superpower", not a "space superpower" (which India is not either).

Read the paragraph, it states very clearly that he expects India to be a "global leader and superpower" five years later (he made that speech in 2008).

Not a global leader of space and a superpower of space, both of which don't make any sense anyway.

The word "Context" is very important here, he said this on the backdrop of a successful launch putting 10 satelites in the orbit at one go. Further, he said this to school children to motivate them (in science and space research), you should judge the statement in that context also.
