In addition, I would add the single most important element,, psychologically, would be to identify and punish the culprits for every high-profile act of terror. Every one from the foot soldiers to the planners should be punished.

If the culprits keep getting away, nothing will change.

Those are excellent suggestions and I too would point out to an active psychological warfare against these groups. The fear they've instilled in our people needs to be countered and reversed.

Agreed. Our courts and other state organs don't seem to be hand in hand though.
