Developing a missile requires extremely precise engineering.
Not only that, there must have been a radar, which detected the plane,
passed on target information to missile
after which, the missile was sent on it's way.
And all this needs to be done in real time.
This requires very careful consideration.
The missile is semi active radar homing. If they see or hear the plane, they can quickly turn on the radar to illuminate the plane for the short duration the missile is fired and homes in on the reflected radio waves. The whole attack is a few seconds, too short for the plane to react.
no F-15 has ever been shot down by air or ground fire.
Maybe, but one was written off for sure.
