It should have been done right from the day one. Rather make a regime change in Pakistan and ask them to impose the toll applicable from the back dates. Pakistan never needed any aid. It should have imposed duties and taxes on all NATO supplies and on all other services and should have been payable upfront. But Musharraf sold the country and sold it cheap to get a nice post retirement plan for himself.
