These are rotational deployments in Diego Garcia and have nothing to do with LAC or such.

You are right, more for tensions with China and its deployment of H-6J's to Yongxing Island near Taiwan capable of carrying seven YJ-12 supersonic anti-ship cruise missiles each. Tit-for-Tat move.

In desert storm six B-52's flew from Alabama to Iraq to bomb Iraqi targets and then flew back home using refueling. B-2's have just as much range as B-52's, and B-21's even more. With refueling the range is unlimited.

I am amused by all these fantasies being conjured up. Diego Garcia has always been and will remain a strategic base for the US. They are not moving these assets for India. And even if they were to, this would be another Cuban Missile crises of sorts in the making.
