Alif Ailaan has released a five year report on the education reforms by Punjab Government.
In press statement Alif Ailaan announces that Government of Punjab has invested in the most complex and ambitious set of education reforms around human resource management, school infrastructure and overall education sector governance that have produced positive outcomes over the past 5 years. However, significant challenges in actualizing reform ambitions continue to persist. This was highlighted in “2013-2018 Five years of education reform: Punjab Wins, losses and challenges for the future 2018-2023”.

The Punjab Education Sector Reform Programme (PESRP) and School Education Reforms Roadmap provided a holistic strategy for achieving systemic sectorial improvements over the last five years. These reforms put a special emphasis on higher enrolment and retention, improved learning outcomes and quality of education , and a better managed, monitored and administered education sector.

Some of the flagship efforts under the programme include developing improved monitoring systems, improving the provision and quality of teaching, restructuring of governance systems through District Education Authorities (DEA), a robust public-private partnership programme through Punjab Education Foundation (PEF), and the development of interventions that strengthen incentives and accountability for service delivery performance.

The last five years witnessed a substantial level of political and financial investment backed by unprecedented technical innovation in tackling the education crisis in Punjab, but the gains of the reforms enacted are still fragile. Enrolment, retention, learning outcomes, public financial management, school infrastructure, discrepancies in the data regime and centralisation of all these efforts continue to pose substantial challenges to the provincial authorities.

Dr Mariam Chugtai spoke about the issues that stop children from gaining education . She was of the view that no matter how many schools were made, “If a child is earning for a family they won’t agree on sending their children as they are an earning hand. While the girls also stay back at home because they believe that they would get married in the end so why waste money on them.”

Ateed Riaz, the Co-Founder of The Citizens Foundation said, “Till such times we don’t set our priorities right, the education system of Pakistan would keep suffering. We need to give education the same importance as our nuclear bomb was given, only then things would change for the better.”

Speaking at the launch of the report, Rana Mashood said ‘‘Punjab Government has started Chief Minister’s Stocktake Initiative and worked towards Public-Private Partnerships that have helped not only with accountability but also policy-making ensuring effective and timely solutions.’’

The launch of the report was attended by Minister School Education Rana Mashood Ahmad, Secretary School Education Dr. Allah Baksh Malik, Ateed Riaz (Co-founder, The Citizens Foundation), Dr Mariam Chughtai (Associate Dean, LUMS School of Education), Dr Baela Raza Jamil (CEO, Idara-e-Taleem-o-Agahi), Dr Faisal Bari (Senior Research Fellow at IDEAS), and Malik Muhammad Ahmad Khan (Spokesperson, Government of Punjab).

The event was also attended by prominent lawmakers from across the country, including Sardar Hussain Babak, Faisal Subzwari, Qamar Zaman Kaira, Raza Haroon, Usman Kakar, Samia Raheel Qazi, Ahmad Iqbal Chaudhry, Amna Sardar, Barrister Masood, Nusrat Seher Abbasi, Noor Saleem Khan, and Waqas Jafri.

Punjab, Five Years of Education Reforms

Wins, losses and challenges for the future

Most analysis of education sector indicators demonstrates Punjab’s performance advantage over the other three provinces. Since 2003, the province has undertaken a variety of interventions, which have produced positive outcomes and, subsequently, introduced challenges that come along with a raised baseline. As the first province to engage in a comprehensive reform effort around human resource management, school infrastructure, and overall education sector governance, the marginal effort required now to enrol each additional out of school child in school and to improve learning outcomes of each under- performing student is both greater and of a qualitatively different nature. This sets the reform challenge in Punjab apart from those in the other provinces. To achieve more success, the quantum of effort required in the Punjab is higher. This is both an indicator of the success of the province thus far, and a prompt for the recognition of the need for renewed focus on the urgency and importance of reforms.

This report recognises the singular nature of the challenge confronting policymakers in Punjab, and attempts to take stock of both their successes and the challenges they continue to face. Both of these, in turn, help lay out a roadmap for the next ve years, with the hope that it can help meet the objective of providing quality school education to every child in the province.

Actions speak louder than words.
90 دن کی بھڑک مارنے سے نہیں، ووٹ ملتے ہیں عام آدمی کیلئے کچھ کرنے سے.
اس میں کوئی شک نہیں کہ پاکستان کی عوام کو درپیش مسائل میں کرپشن ایک بہت بڑا مسئلہ ہے لیکن اگر بات کریں ترجیحات کی تو کرپشن کا مسئلہ عوام کی ترجیحات میں پہلے نمبر پر یقیناً نہیں ہے اور شاید پہلی 10 ترجیحات میں بھی نہیں ہے.
میں یہ بات پچھلے 5-4 سال کی آبزرویشن کی بنیاد پر کہہ رہا ہوں.
اگر میری یہ آبزرویشن درست نہیں اور کرپشن عوام کی ترجیحات میں پہلے یا کم از کم پہلی 5 ترجیحات میں ہی شامل ہے تو پھر پاکستان کی عوام میں نواز شریف کی بے تحاشا حمایت کا مطلب یہ بنتا ہے کہ عوام نواز شریف کے خلاف چلائی گئی کیمپین پر بوجوہ کان نہیں دھرتی.
اُن وجوہات میں شاید ایک وجہ یہ بھی ہے کہ عوام جن لوگوں کو واقعتاً کرپٹ سمجھتی ہے عدلیہ نے اُنہیں ایکوئیٹ کر دیا ہے اور جو لوگ عام آدمی کے لئے کچھ کر رہے ہیں اُن گردن زنی پر آمادہ ہیں.

Shehbaz’s election as PML-N president acknowledgement of his hard work, says Chinese ambassador

LAHORE – China’s Ambassador to Pakistan Yao Jing on Saturday congratulated Punjab Chief Minister Shehbaz Sharif on his election as the president of the Pakistan Muslim League-Nawaz (PML-N).

“It is an acknowledgement of CM Shehbaz’s capabilities and untiring hard work,” the top Chinese diplomat in the country said as the duo discussed matters of mutual interest, the promotion of Pakistan-China relationships, development on the China Pakistan Economic Corridor (CPEC) projects and the expansion of ties between the PML-N and the Communist Party of China.

Speaking on the occasion, the Chinese envoy said the relationship between the PML-N and the Communist Party of China was improving and he hoped that it would further improve in the future under the leadership of Shehbaz Sharif.

Inviting CM Shehbaz to the conference of the international political parties in China, the ambassador said Shehbaz’s participation would be an honour for the leadership of China.

Shehbaz, on the occasion, highlighted the PML-N and the Communist Party of China were traditional friendly parties. “China is a trusted friend of Pakistan and the leadership of China has proved its love for Pakistan through the CPEC that is a game changer for the region,” he said, adding that the friendship between Pakistan and China was something the country was proud of.

He also thanked the leadership of China for their best wishes over his election as the head of the PML-N.

Chinese General Long Ding Bin, senior leader of the PML-N Khwaja Ahmed Hassan and other concerned officials were also present during the meeting.
