JAKARTA - Duta Besar Amerika Serikat (AS) untuk Indonesia Scot Marciel menegaskan, relokasi pasukan Marinir dari Okinawa, Jepang ke Guam yang berada di dekat Jayapura, takkan mengancam Indonesia. Relokasi itu merupakan bagian dari revisi perjanjian AS dan Jepang.

"Perpindahan pasukan ini, sepenuhnya tidak akan menggangu Indonesia. Indonesia adalah sahabat, saya juga tidak tahu mengapa banyak orang yang berpikir bahwa kami akan melakukan tindakan yang mengancam Indonesia," ujar Marciel di kediamannya di Jakarta, Selasa (11/9/2012).

"Saya katakan pada Anda, ketika AS berniat mengerahkan pasukannya dari Okinawa ke Guam, tidak ada pejabat atau militer di AS yang menilai bahwa kebijakan ini akan mengganggu Indonesia," tegasnya.

Rencana pemindahan pasukan AS muncul di saat Perdana Menteri Jepang Yoshihiko Noda bertemu dengan Presiden AS Barack Obama. Lewat perjanjian revisi itu, 5 ribu dari 9 ribu pasukan AS di Okinawa akan dipindahkan ke Guam. Sementara itu, 4 ribu lainnya akan dipindah ke Hawaii dan Australia.

Sejauh ini, keberadaan basis militer AS di Okinawa turut menuai kecaman dari banyak pihak di Jepang. Pada 1995 silam, muncul kasus pemerkosaan yang dilakukan pasukan AS terhadap seorang siswi Jepang dan hal itu menuai protes di kalangan warga Okinawa.

Wakil Menteri Luar Negeri AS Kurt Campbell mengatakan, kesepakatan akan pemindahan Marinir AS sudah didiskusikan dengan sejumlah anggota Kongres AS. Campbell menegaskan kembali, relokasi pasukan itu akan menghilangkan kebuntuan yang sudah mengganggu hubungan bilateral Jepang dan AS dan sejumlah negara-negara di kawasan Asia Pasifik.(AUL)

"I tell you, when the U.S. intends to deploy troops from Okinawa to Guam, there is no U.S. military officer or a judge that this would interfere with Indonesia," he said.

U.S. troop redeployment plan comes as Japanese Prime Minister Yoshihiko Noda met with U.S. President Barack Obama. Through the treaty revision, 5 thousand of 9 thousand U.S. forces in Okinawa would be moved to Guam. Meanwhile, the four thousand others will be moved to Hawaii and Australia.

So far, the presence of U.S. military bases in Okinawa participated condemnation from many quarters in Japan. In 1995 ago, appeared rapes committed U.S. forces to a Japanese schoolgirl and it protests among residents of Okinawa.

Deputy Secretary of State Kurt Campbell said the agreement would transfer of U.S. Marines already discussed with some members of the U.S. Congress. Guam is a US territory, and this move has been years in planning, why the heck is Indonesia feeling threatened? There is vague knowledge of Indonesia and Autralia relations not being so good, but the US doesn't view Indonesia as a threat, or a competitor (at least in the common perception).

Be at ease, these moves aren't directed at your country, or intended as a threat to your country.
