It is believed that the FPSC [federal public service commission] has been relatively unscathed in the administrative decay of Pakistan government institutions. I think maybe the PPSC [punjab], and frontier were somewhat like that.
in any case the only way out now seems to be to take away the right to appoint, transfer, promote, demote, discipline and retire/dismiss civil servants from the so called politicians and give them to independent commissions. in other words these commissions should have all personnel matter or in military terms all adjutant general matter in their hands.
they may be made up of 5-9 members, maybe 7, selected for their integrity and strength of character---I mean they should have the moral strength to send their own sons and brothers to jail if the latter commit crimes.
the first thing these commissions should do is review all the appointments in grades 20-22 in their respective institutions. all suspected person should be immediately made OSD. being from the same institution in the past, these persons would have inside knowledge of how things work. If even 7 persons of the aforementioned character cannot be found for a particular institution, then person outside the institution can be appointed and opinions sought from experts about the institution.
At the same time, all new appointments of persons approved by the public service commissions should be made by the commission and all transfers [except exceptional ones-person sick etc] put on hold until the commission has reached its conclusions.
once the vetting of grades 20-22 is complete, the lower grades 17-19 should be vetted.
the politicians should have no role whatsoever in personnel matters in government service.
the commissions should include on each for judiciary, police, administrative service of pakistan [commissioner, asst commissioner], postal service of pakistan, railways, PIA & CAA, FIA, ombudsman & NAB, steel mills and other government industries, foreign service of pakistan, tehsildar, patwari etc---lower administrative staff...
to begin with the commissions should include a federal commission and provincial ones.
only in this way can the crooks can be kept at bay...
