These refugees already have afghani nationality and this is one way Pakistan government is tracking them and cancelling their CNIC. Trust me no Pakistani pashtun want nationality of that god forsaken country no matter how anti state he is. Afghanis are desperate to get CNIC in Pakistan. And dying to maintain their illegal CNIC intact.

There is aleady a law like that. Achakzai is wanting to make new law for his afghani refugee followers who have gotten illegal CNIC. You can't keep nationality of both countries and this is perfect way to track them and cancel their CNIC.
