It would force US and it's allies vetoing controversial resolution themselves. With Japan(non-western) as a new actor, they can juggle the act between them, thus conserving their prestige(Japan plays bad guy). US and the West cannot forever veto, eventually they will have to cave into demands.since UN is already dominated by us team, what kind of difference will it make wrether japan get the seat or not?
Also there is perception, more person veto, the more legitimate their action is.
