Pakistan is suffering from grave energy crisis. In 21 century it is impossible to survive without electricity so this should be top priority of govt. First we have to look y their is electricity shortfall when we have more installed capacity then demanded. Means of production are not affordable for companies and 70 percent of electricity is produced from furnace oil and gas. They can't afford to run at optimum capacity because of high cost and inefficient production facilites.so what needs to be done? Close these companies yes u read it right. Most of our neighbours are energy gaints and produce cheaper electricity as compared to us and they are vigoursly persuing to export their surpuls electricity.our electricity demand is around 16000 megawatt.our hydel production 6000 megawatt and furnace oil production capacity is more than 10000 mw.we can close these oil based facalites.
Iran can export 5000 megawatt to pakistan(Iranian power minister said recently) , we can purchase 3000 megawatt from Turkmenistan (mou signed for one thsnd) their govt is interested to sell 3000 mw .Afghanistan has agreed to less transit fee for agreement and 2000 megawatt from china which she has expressed interest in selling. They produce cheap electricity because their means of production are cheap. We need political will to fund transit lines and close this non sense furnace oil based electricity production system.it is a simple economic phenomenon to buy cheaply in other countries if u can't produce or manafcture it cheaply in your own country. We can stop funding to present power projects to build delivering and receiving facilites for imported electricity and fund hydel solar or coal power plants in long term and finally became independent and fortinutely none of these selling countries are political hegmons or our enemies.

5- help cut subsides which can b used for other purposes
6-last not least help households out of this headache.

Electricity import is the last thing which a country would expect. Also is Pakistan has foreign exchange for that.

We import furnace oil worth 12 billion dollars when furnace oil based electricity companies will be closed we can import electricity for less than half of 12 billion and less foreign exchange will be needed helpinghelping economy in other aspects

Now it's cut in half due to low oil prices...But these low oil prices may not last long. But perhaps long enough for major power projects to be completed.

No solution is better than kicking this corrupt govt out of power.

three structural and one economic problem
1-non payment.
2-high energy mix cost
3-inefficiencies in transmission and distribution system.
4-subsidies.
even if Pakistan imports electricity from Iran and co it would still have to pay them back after collecting. And there are alot of places like tanik in the country where kundas and non payment touches as high as 90%.
An economic solution is the auction of electricity to privatized/provicialized descos against hard cash in advance from central pool. Those who will be able to collect more,would be able to bid for more. And those who buy and still face no collection will be penalized by squeezed cashflows. However, money will be free to pay back to suppliers. Even IPPs can produce at their full potential given they are paid timely and in full.
