Under new plans, security forces were trying to take control of strategic areas and establish check-posts there to crack-down on the rebels, Hayat said.

Meanwhile, Nangarhar police chief Brig. Gen. Ghulam Sanee Stanikzai during an exclusive chat with Pajhwok said the strength of Daesh was not above 1,000, but the group’s recruiting process was ongoing.

. .
Pakistan should do a Turkey. Form a buffer zone inside Afghanistan's territory next to the border. If the ANA cannot control its territory then Pakistan should not pay the consequences.
Do you have budget and resources for it?
First complete fencing, posts and forts.
A More practical solution will be extensive use of drones from hand launch to tactical one.
If you can detect enemy from distance. you can take action accordingly.
Artillery assault & limited special ops behind enemy line.
