The head of the United Nations Development Program in Pakistan has delivered some frank criticisms of the way the country is run as he prepares to move on from his posting.


Marc-André Franche’s four-year tenure as UNDP country head for Pakistan ended earlier this month and in an interview published last week in the Pakistani newspaper Business Recorder, Mr. Franche is quoted as saying the country’s political and economic elites don’t do enough to help improve the lives of the poor.

The interview has sparked debate on social media about Pakistan’s development policies and was one of the top Twitter trends in the country Tuesday. Many said Mr. Franche’s comments were a wake-up call to the government and Pakistan’s political and economic elites.

Pakistan's Progress on Development Isn't Fast Enough

Mr. Franche is quoted as saying he is frustrated that a country full of “capable and intelligent” people isn’t making more progress on reducing poverty and modernizing the state. “The fact that even in 2016, Pakistan has 38% poverty; it has districts that live like sub-Saharan Africa; that the basic human rights of minorities, women and the people of FATA [tribal regions in the northwest] are not respected; that this country has not been able to get its act together and hold a census; or that it has not been able to push for reforms in FATA, an area that is institutionally living in 17th century. It is extremely preoccupying,” he said.

The Country's Political Class 'Uses Its Power to Enrich Itself'

The UNDP official said the country’s elites needed to change their lives to help Pakistan. “You cannot have a political class in this country that uses its power to enrich itself, and to favor its friends and families. This fundamental flaw needs to be corrected if Pakistan is to transform into a modern, progressive developed country,” he is quoted as saying.

He said elites take advantage of cheap labor while partying in London, shopping in Dubai and investing in property abroad: “The elite needs to decide, do they want a country or not,” he is quoted as saying.

Mr. Franche also had a word for the propertied classes. “I have visited some very large landowners, who have exploited the land for centuries, paid nearly zero money for the water, and how they almost sometimes hold people in bondage. And then they come to the United Nations or other agencies and ask us to invest in water, sanitation, and education for the people in their district. I find that quite embarrassing,” he is quoted as saying.

Local Governments Need Real Power
Mr. Franche said provincial governments in Pakistan don’t have enough power. “Only KP [the Khyber-Pakhtunkhwa province] has a decent law that gives real power and real money to the local government. Local government does not mean that you just elect them and deny them fiscal resources or power,” he said.

Pakistan's Media Is 'Manipulated'
He also said the media should be one of the pillars of democracy, but “unfortunately, the level of dependence of the government on military authorities, and the degree by which a lot of media in this country is manipulated by powerful sources, are sources of erosion of democracy and erosion of the institutions that are the foundations of this country.”

Country Needs More Opportunities
The apartheid of opportunities in Pakistan is horrible, which is why so many young people are trying to leave the country,” Mr. Franche is quoted as saying.

“Pakistan will not be able to survive with gated communities where you are completely isolated from the societies, where you are creating ghettos at one end and big huge malls for the rich at the other end. It is not the kind of society you want your kids to live in.”

10/10. This guy needs credit for saying it "as it is". This guy actually is doing Pakistan a favour by being honest. I detect a element of frustration that a country with such fantastic history, a country full of talent could and should be doing far better than it is.

As it is the ruling class and that includes all of them. The political, military, civil elite in conjunction with landed and rentier industrial class (often this overlaps as they get married into each other) are running a racket in Pakistan. You may ask how does 5% manage to subjugate and enslave the other 95%. Simple. 35% are beholden to the racketeers by being given few breadcrumbs in a dog eat dog system - the bourgeois. The other 60% live hand to mouth with empty stomaches but head full of Islamic brain dopamine.

Religion keeps them busy stopping any chance of collective action because they are too submerged in petty divisions along sect or other religious time occupancy. Above this conflicted, divided mass of poverty of thought and wealth the racketeers get on with living it like rich do everywhere.

Animal Farm anybody?

all of these are very real problems of Pakistan...but again..poverty is a mindset and many poor people are not worth helping..they will simply become a leech on you!

Very good points and advice by UN. Basically PTI runs KPK, PMLN run Punjab and complete Pakistan, Sindh by PPP, Karachi by Mqm mayor and Balochistan by Baloch National parties...and all of these parties are corrupt to the core, they are for enriching themselves through misuse of power, looting common people through taxes, petrol, food and electricity prices.

Pakistan need a technocrat type of expert type of educated qualified people in governance. They should work to empower poor people...really work for honest truthful living. The rulers should be like that if after 50 years....people should not abuse and call them worst rulers, criminal , corrupt and satanic rulers...for example just the way we call Benazir Bhutto, Zardari, Nawaz, Gen Yahya Khan & Altaf as the worst corrupt rulers of Pakistan.

I know how your thinking right now but the fact is
Humans are stupid, they will stick to whatever their opinion is despite its credibility and then stand by it whether the thing is true or not.

You may take it as you want but just know that everyone is the same.

I couldn't agree more :) He snatched my thoughts, and for that matter every patriotic Pakistani's , and echoed those in his voice and words at an international level.

Pakistani elite is for most part consists of corrupt opportunists who are the least loyal people rather traitors. These vile creatures rob this country and then blame the same nation for everything bad and evil. In any event of difficulty, they don't waste a single moment in deserting the country and pack up for their safe homes in west and middle east.

Similarly all of his points are valid and straight from the heart. I normally get defensive when people from the west start blaming Pakistan and Pakistani society for a lot of bad things but I can feel the sincerity, honesty, truth and even anguish in his comments. People he is our friend and we need more people like him...He is an honest critic right there and that's a blessing :)
