The first summit was held in Dhaka, Bangladesh on 7–8 December 1985 and was attended by the Government representative and president of Bangladesh, Maldives, Pakistan and Sri Lanka, the kings of Bhutan and Nepal, and the prime minister of India.signed the SAARC Charter on 8 December 1985.

THESE DAYS, SINCE, AWAMI LEAGUE CAME TO POWER,THEY HARDLY HAD ANY INTEREST IN CONTINUE WITH, SAARC,AND TO CHOOSE TO CONCLUDE BILATERAL TREATIES, WITH INDIA WHICH WAS EXTREMELY SUITABLE FOR INDIA.

UNDER THESE CIRCUMSTANCES MENTIONED ABOVE, NO ONE SHOULD TAKE THIS ORGANIZATION SERIOUSLY. AND WAIT TILL THERE IS A CHANGE IN BANGLADESH, ALMIGHTY WILLING.

Bangladesh is boycotting the SAARC summit in Islamabad in November amid a diplomatic war between India and Pakistan following the terrorist attacks on an Indian army base in Kashmir.


A foreign ministry official told bdnews24.com that they had informed the SAARC Secretariat in Kathmandu about the decision on Tuesday.

State Minister for Foreign Affairs Md Shahriar Alam confirmed it to bdnews24.com and said they would not attend the summit “due to busy internal affairs”.

Seventeen soldiers were killed and many more injured in the Sep 18 terrorist attack in Uri.

Bangladesh condemned the attack and Prime Minister Sheikh Hasina conveyed her support to New Delhi in this ‘difficult’ time.

India on Tuesday also announced that it would not attend the summit with spokesperson Vikash Swarup saying regional cooperation and terror do not go together.

Swarup said some other SAARC member-states have also expressed their reservations about attending the Islamabad meet.

Apart from Bangladesh and India, the other countries unwilling to attend are said to be Bhutan and Afghanistan, Indian news agency IANS reported.

Afghan ambassador to India Shaida Mohammad Abdali told NDTV last week that his country was willing to consider a joint boycott of the SAARC summit along with India and other members.

The current SAARC chair, Nepal, may announce the postponement of the summit anytime now as four of the eight member states are not joining the summit of the South Asian grouping.

In a statement, India said increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of SAARC member-states "by one country" have created an environment that is not conducive to the successful holding of the 19th SAARC summit.

Islamabad also interfered in Bangladesh’s war crimes trial of those who committed crimes against humanity in 1971 War of Independence from Pakistan by issuing statements and summoning Dhaka’s envoy.

India announced its decision to pull out hours after Pakistan High Commissioner Abdul Basit was summoned to South Block in New Delhi and handed over Pakistan's "proof of cross-border origin" of the Uri terror attack.

Spokesperson Swarup, however, said India remains “steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in an atmosphere free of terror”.

India has been hyping its diplomatic offensive against Pakistan over the past few days after the terror attack.

Prime Minister Narendra Modi announced last week during the BJP conclave in Kerala that the sacrifices of the Indian soldiers killed in Uri would not go waste and India will diplomatically isolate Pakistan.

Tuesday's move came as India has been unsparing in its attack on Pakistan in the UN General Assembly for ‘sponsoring terror’.

External Affairs Minister Sushma Swaraj on the floor of the UNGA asked Pakistan to stop dreaming about Kashmir and announced that Jammu and Kashmir is “an integral part of India and will always remain so.”

The 19th Saarc Summit, scheduled to be held in Islamabad in November, looks to be postponed as Bangladesh Prime Minister Sheikh Hasina and her Indian counterpart Narendra Modi reportedly decided to not to attend it.
Bhutan and Afghanistan will also skip the summit, diplomatic sources in Dhaka and New Delhi said adding that the current Saarc chair Nepal may officially announce the postponement of the Summit anytime, reports UNB.

State Minister for Foreign Affairs M Shahriar Alam said that the Foreign Ministry has written to Saarc Secretariat and current Saarc chair conveying that Bangladesh cannot attend the Saarc Summit due to domestic engagements.

The decision was conveyed on Tuesday, he added.

However, a senior official here said the prime minister has decided to skip the summit following Pakistan’s “repeated and shameless” interference in Bangladesh’s internal affairs over the trial of war criminals.

The host country – Pakistan – is yet to react over the decision taken by Bangladesh, India and other members.

Quoting a statement of the Ministry of External Affairs, India’s NDTV on Tuesday night reported that Prime Minister Narendra Modi will not travel to Islamabad to participate in the Saarc summit in November as the atmosphere is “not conducive to a successful summit.”

India has conveyed to current Saarc chair Nepal that increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of member states by one country have created an environment that is not conducive to the successful holding of the 19th Saarc Summit in Islamabad in November 2016.

“In the prevailing circumstances, the government of India is unable to participate in the proposed Summit in Islamabad,” the report quoted the statement as saying.

Quoting Indian government sources, NDTV said three other countries have also pulled out – Afghanistan, Bhutan and Bangladesh.

Afghanistan Ambassador to India had told Indian media last week that it was willing to consider a joint boycott of the summit along with India and other Saarc members.

Prime Minister Sheikh Hasina is likely to have a bilateral meeting with her Indian counterpart Narendra Modi in Goa on October 16, where they are likely to discuss the future steps on regional cooperation.

Bangladesh Finance Minister AMA Muhith and Home Minister Asaduzzaman Khan skipped the two Saarc ministerial-level meetings in Islamabad citing domestic compulsion.

On September 19, Prime Minister Sheikh Hasina said Bangladesh “firmly stands” beside India at this difficult hour and expressed deep shock at the terrorist attack on the army base at Uri, Kashmir.


“In line with its ‘zero tolerance’ policy against terrorism and violent extremism, Bangladesh firmly stands beside India at this difficult hour,” she wrote to her Indian counterpart Narendra Modi.


Bangladesh officials said Bangladesh and India will continue to work together in their “common endeavour” to eradicate the menace of cross-border terrorism from this region and beyond and both the leaders will further discuss it the Goa event.

Diplomatic sources said four countries – Bangladesh, Bhutan, India and Nepal have progressed much with BBIN initiative leaving Pakistan and these countries along with Afghanistan and Sri Lanka are exploring options how to precede further without Pakistan.
