198,297 farmers face Certificate cases

Six state-owned commercial andspecialised banks filed certificate cases against 198,297 farmers fordefaulting Tk 501.01 crore agriculture loans, officials said yesterday.
The six banks--Sonali, Janata,Agrani, Rupali, Bangladesh Krishi Bank and Rajshahi Krishi Unnayan Bank--filedthe cases in between January 1991 and October this year.
According to an official figure,as of October this year Sonali Bank filed 22,885 cases for realising Tk 52.14crore default loan, Janata Bank filed 22,632 cases for realising Tk 51.88crore, Agrani Bank filed 32,502 cases for realising Tk 44.07 crore, Rupali Bankfiled 3,082 cases for realising Tk 3.29 crore, Bangladesh Krishi Bank (BKB) filed94,058 cases for realising Tk 254.60 crore and Rajshahi Krishi UnnayanBank (RAKUB) filed 23,138 cases forrealising Tk 95.01 crore.
"These cases were filed asper the Public Demand Recovery (PDR) Act to recover the outstandingloans," Dr. Ibrahim Khaled, Chairman of BKB told The New Nation yesterday.
BKB is a government ownedspecialised Bank, which is mainly financing in the agriculture sector since itsinception.
"As the BKB is mainlyconcentrating on to finance to the agro-sector so it has the largest number ofdefaulters and the default amount compared to other state-owned banks," henoted.
Dr Khaled said that filing suchcases against the farmers is a normal practice and the cases were lodged toalert the farmers that they have to pay back bank's money.
"Most of the cases remainedpending for a long time because the banks were taken a softer stanceconsidering plights of the poor framers," he added.
The BKB chairman, however, saidthat the outstanding loans remained as burden for the banks and they are nowfacing fund crisis to run day-to-day business.
As of October this year, thefigure also showed that the courts have issued 13,289 distressed of warrantagainst the cases to recover an outstanding amount of Tk 50.02 crore.
