16 navies to participate in the Milan exercise at A&N Islands next month

NEW DELHI: The Navy is all set to launch another edition of its 'Milan' multi-nation exercise and conclave at the strategic Andaman and Nicobar Islands, with warships and delegations from 16 countries of the Indian Ocean Region and beyond taking part in it.

The focus during the Milan exercise, being held from February 4 to 9, will be on humanitarian assistance and disaster relief (HADR) but issues like maritime terrorism, piracy and poaching will also be discussed during the professional interactions.

The participants are Australia, Bangladesh, Philippines, Cambodia, New Zealand, Myanmar, Thailand, Indonesia, Sri Lanka, Singapore, Malaysia, Maldives, Seychelles, Mauritius, Kenya and Tanzania.

"Milan basically is a biennial congregation of littoral navies, hosted by the Indian Navy in the A&N Islands, to foster bonds of 'friendship across the seas', boost interoperability and share views on common maritime issues,'' said an officer.

"Milan began in 1995 to catalyze cooperation in the maritime domain. From four navies then, it has grown to include 16 navies now,'' he added. Four other countries — South Africa, Vietnam, Brunei and Mozambique— were also invited for the event but could not make it due to different reasons.

The Navy says an important priority in the Asia-Pacific region is the protection of sea lanes around Malacca Strait since around 60,000 ships sail through it every year, transporting around 30% of the world trade in goods.

For India, the stakes are clearly high, with the strategic A&N islands dominating the approaches to Malacca Strait. India's central location in Indian Ocean, astride these major commercial routes and energy lifelines, makes it a major stakeholder in the region's security and stability.

17 Maritime Forces to Participate in Biennial Milan Exercise

Navies of Australia, Singapore and Myanmar would be among 17 maritime forces participating in the biennial Milan exercise being organised by Indian Navy in the Anadaman and Nicobar Islands. "While 14 foreign navies participated in its previous edition, Milan 2014 is slated to be the largest ever gathering with the participation by navies and maritime forces of 17 countries," Assistant Chief of Naval Staff (Foreign Cooperation) Rear Admiral R B Pandit told reporters here.

Eight countries including India would be taking part in the exercise with their warships with an aim to enhance mutual understanding and cooperation in anti-piracy and human disaster and relief operations.

Milan, which was started in 1995, has now grown into an international event and encompasses participation by maritime forces from not just the Bay of Bengal and South East Asia, but the larger Indian Ocean Region.

Pandit said four countries including Vietnam could not take part in the exercise due to reasons ranging from austerity measures to long distances. Navy officials said the exercise will also provide an opportunity to showcase the rich heritage and pristine natural beauty of the Andaman and Nicobar Islands to the foreign visitors.

Asked whether India would include Japan in the bilateral Malabar-series exercise with the US, Navy officials said whenever the drills are held in the US-designated areas, it can involve a third country. India recently agreed to include Japan in the Malabar-series joint exercises with America almost seven years after it last took part in them.

'Milan-2014', a biennial congregation of navies of the Asia-Pacific region will be held at Port Blair from February 4 to 9 with the underlying theme of 'Friendship Across the Seas', a Navy spokesman said here Wednesday.

Professional interactions during Milan-2014 would encompass sharing of views and ideas on Humanitarian Assistance and Disaster Relief (HADR) and Search and Rescue (SAR) operations at sea, spokesperson of the Andaman Nicobar Command said.

"Milan basically is a biennial conglomeration of Asia-Pacific maritime navies, hosted by the Indian Navy, to foster bonds of 'friendship across the seas', boost interoperability and share views on common maritime issues.

From four navies in 1995, it has grown to include 14 navies in 2012," he said.

A seminar on 'Maritime Co-operation for HADR Operations' has been planned.

A professional display of the Rapid Action Medical Team of the Indian Air Force on the sidelines of Milan-2014 would showcase the robust air-borne medical capabilities of the Indian Armed Forces, defence sources said.

Several events including demonstrations by a sky diving team, motor cycle dare devils, marital arts and canine demonstration by the local police have been planned to mark the occasion, the spokesman said.

An international city parade would also be held along the Marina Park Road with marching contingents from all participating foreign navies, as well as the Indian Armed Forces, a flypast and aerobatic display by military aircraft and demonstrations of various military operations, he said.

The visiting foreign ships will also be open for public visits. Milan-2014 will culminate with a PASSEX or Passage Exercise at sea by all participating naval ships, the spokesman added.

14 countries had participated in Milan-2012, including Australia, Bangladesh, Brunei, Indonesia, Malaysia, Maldives, Mauritius, Myanmar, New Zealand, Philippines, Seychelles, Singapore, Sri Lanka and Thailand.
