ISLAMABAD - Tenders for the procurement of 150 locomotives by Pakistan Railways (PR) are likely to be delayed as the National Assembly Standing Committee on Railways has formed a technical committee that would carry out a third party evaluation of the procurement process.
The Standing Committee Chaired by Sardar Ayaz Sadiq on Monday has unanimously formed a six-member special committee to review the evaluation criteria and terms and conditions in order to ensure transparency which would complete its work in two weeks’ time.
Pre-bid conference for the procurement of locomotives is scheduled to be held on September 6 while tenders are planned to be opened on September 24. The process may be extended for two weeks subject to the completion of pre-bidding evaluation process.

Chairman Railway Board Javed Iqbal informed the committee members that 18 tenders have so far been received from various locomotive manufacturing companies. He said that the entire procurement process would be transparent and in compliance with the established public procurement regulations.
Sardar Sadiq while emphasizing the need for transparency in the whole procurement process, pointed out that there are pro-China and pro-America groups in Pakistan Railways in terms of the procurement of locomotives. “We want the ‘pro-Pakistan’ approach as whatever is procured, should be in the interest of Pakistan Railways and Pakistan as a whole,” he said.
The Executive Committee of National Economic Council had approved in December last year procurement of 150 locomotives at a cost of Rs55 billion including foreign exchange component of Rs40 billion. Pakistan Railways has prepared specifications for procurement of 75 locomotives having 3,000 to 3,500 HP and 75 locomotives of 2,000 to 2,500HP in complete built unit (CBU).
Secretary railways Iqbal said that a full scale rehabilitation of about 150 locomotives would start next month. It is projected that 96 locomotives would be back on track by the end of the fiscal year to earn a revenue of Rs12 billion.

The committee asked Pakistan Railways to submit a report on the number of locomotives procured during 2008-2011 and the state of their conditions. It also asked railways authorities to acquire original spare parts from manufacturers while repairing and rehabilitating the sick locomotives. Out of its 500 locomotives, only 200 locomotives were in operation.
Sardar Ayaz Sadiq said that the decline in revenue generation never stopped since 2008-09 when generated Rs23 billion, It declined to Rs22 billion in 2009-10 and Rs18.7 billion in 2010-11. In the backdrop of current crisis, railways officials feared that this revenue could be as low as Rs12 billion during the current fiscal year.
Presenting the revenue statistics, Sardar Sadiq regretted that no solution has so far been worked either by Pakistan Railways or the federal government to turn railways a sound public sector organization. Against the dismal picture of revenue generation, Pakistan Railways is spending huge amount on salaries and allowances to its staff. The annual bill of salary and allowance which was Rs10.6 billion in 2008-09 has shot up to Rs15 billion. Likewise, railways paid Rs5.3 billion as pension to its retired employees in 2008-09 and it increased to Rs8 billion in 2010-11. In terms of losses, the picture is bleak and the losses have now reached Rs33 billion against Rs23 billion in 2008-09, he explained.
The issue of stolen radiators from the Central Diesel Workshop in Rawalpindi also came up for discussion and the Inspector-General of Railways Police informed the committee that in two incidents 11 radiators were reportedly stolen from the workshop. After thorough enquiry it was discovered that these radiators were not stolen but were misappropriated by concerned railway staff. The Federal Investigation Agency (FIA) is also investigating the matter and a report will be before the committee at its next meeting.
The committee discussed the implementation of minimum wage of Rs7,000 by Pakistan Railways for its temporary laborers. Railways was not paying the minimum wage announced by the ministry of finance in the 2010-11 budget. The committee gave 30 days to Pakistan Railways to implement the decision effective July 2010.

Its not GE, its money that Pakistan must come out with.

India makes its own locomotives...

No need to worry all financial arrangements have already been planned , its part of their bid

Also we have option for Purchasing from China as well

and we also have third option to get leased Locomotives (separate deal with India) that is a separate deal

The deal specifies 150 locomotives , direct purchase ready to go
The deal with India is for 50 lease of locomotives , which is a supplemental deal

And 96 Local Locomotives will be repaired so Railways should have their 200-300 Locomotives which should improve performance

The advantage with General Electric (GE, US) deal is that these locomotives will be certified by Anti pollution and Eco friendly companies ensuring that the product we will get will be

a) Top performer
b) Ample support with parts
c) Environment friendly and fuel efficient

American product is also has hybrid option to run on electrical batteries and/or diesal which would save money on importing diseal

Pakistan, despite its moderate size, has a largely dysfunctional railway system. As of mid 2011, it was decided to stop all goods train haulage due to severe shortage of locomotives and fuel. The financially bankrupt organization, despite bailouts, has not been able to emerge out of its troubles leading to cancellation of as many as 115 railway services. The decision has left ordinary Pakistanis at the mercy of bus operators for long distance travel. As of 2011, the PR network cancelled major train services between Lahore and Karachi and all AC services were stopped.

Every one has problems but it takes great nations to resolve their problems :P and 150 + 50 locomotives and 96 repaired locomotives will do just fine :P thank you for your concern

General Electric has come out with a new locomotive it says is more fuel efficient and reliable than older models. It also wants to roll out a hybrid locomotive some time next year, and recently announced a $100 million plan to build batteries for trains.

General Electric has come out with its latest "green" locomotive, part of a broader push it is making n the field of fuel-efficient rail transportation.

The ES44C4, the latest in GE's "Evolution Series" locomotives, uses an alternating current motor instead of the direct current motors typical in older locomotives. That will make it 17 percent more fuel-efficient and cut greenhouse-gas emissions by about 70 percent compared to older models, it said.

The new locomotives also have fewer parts, making them easier to maintain, GE said. Burlington Northern Santa Fe Railway has bought 25 of the new locomotives so far.

GE wants to sell more, obviously. It says that 600 of the new locomotives can do the work of about 800 older ones. That switch would lead to fuel savings of about 70 million gallons per year, equivalent to taking about 115,000 cars off the road, the company said.

GE is putting a lot of money into better train technologies. Last week it announced it would put $100 million into a new battery factory in New York. The factory, which GE is seeking stimulus funding to help build, will make sodium batteries aimed at, among other things, powering its upcoming line of hybrid locomotives (see GE Aims at Energy Storage for Trains, Grid).

Railroads are already about three times more fuel efficient than trucks for freight hauling, according to railroad company CSX. That efficiency has led some to consider railroads as a "clean" form of transportation as they stand today (see Green Transportation Fund Set to Launch).

But trains also present a host of potential efficiency gains, like capturing the energy used in slowing them down through regenerative braking, much as Toyota's Prius hybrids capture braking energy.

The energy used in braking a 207-ton locomotive over the course of a year is equivalent to the power used by about 160 homes, GE says. Replacing all the pre-2001 locomotives in the country with GE hybrids that use regenerative braking – granted, an unlikely event in the near term – would lead to emissions reductions equivalent of taking a third of America's cars off the road, GE claims.

GE isn't the only one looking to better ways to power trains. Maxwell Technologies announced in December that it would test its ultracapacitors in a Korean Railroad Research Institute project to capture braking energy of subway trains (see Maxwell Ultracapacitors to Capture Subway Braking Power).

Not all efforts to supply the railroad industry with more energy efficient technology have borne fruit, however. Canadian hybrid locomotive maker Railpower Technologies, which was trying to make locomotives used in railroad yards to split up and put together rail cars, filed for protection from its creditors in February.

Railpower had to recall models to correct problems that could lead to engine fires, and found that most railroad companies preferred to downgrade old, tired main line locomotives for yard work instead of buying new ones, according to the New York Times' Green Inc. blog.

In last 63 years, India has increased it’s coverage from 6 zones to 17 zones, carries 20 million passengers daily, has 8000 locomotives in operation at a time, collects 70% of it’s revenue from freight,earned a profit of USD5.4 billions in 2007-08 and directly feeds 1.6 million employees.
In comparison, Pakistan Railways carry 65 million passengers annually, has 300 locomotives in operation, collects less than 25% revenue from freight, collected a LOSS of Rs. 14 billion and is not able to give salary in time to it’s employees.

Sounds great man but this thread is about Pakistani Railways , no one is questioning Indian railways it would be nice to see how the 50 indian locomotives will do in Pakistani climate etc but your stats are wonderful no doubt

I think Pakistan should refrain from buying cheap locomotives like the Chinese ones. The last time we bought those Chinese engines they all failed within months of being inducted despite the fact that locomotives usually have a very long life usually in excess of 50 years. I think Pakistan should go with that hybrid GE locomotive or any other European hybrid locomotive. Pakistan imports fuel so we should have the most efficient and long life locomotives. The money should not be the issue. Pakistan is sitting on top of 18 billion dollars of reserves, and it is expected that remittances and cotton will push it up even more this year. If we buy 300 of those GE locomotives, it is probably going to cost just a billion. Pakistan can easily afford.

Well Pakistan will fix 96 locomotives , this year as the document stated , which includes chinese models

And 150 new locomotives from GE is wonderful specially if they are hybrid type

Having a healthy 300 Locomotives in inventory , plus repair to other Locomotives would allows the Railways to continue to operate

The problem with the 2008 Locomotives were that they were "not maintained" and old engine oil was used in the new locomotives which resulted in problems for brand new locomotives

Normally Locomotives run for 40-50 years

Initially I thought that the locomotives were biased , as US companies were being given consideration but in all reality if you review the specifications they are the most eco friendly and fuel efficient models and it would serve Pakistani National Interest to get GE

But otherwise Chinese Locomotives are great provided (we get proper engineering facility and maintenance contract) and guarentee on performance and engine replacement

The GE Evolution series are some of the best performing locomotives in the world at present. Pakistan would do well to get them, and then keep them running with proper maintenance.

In an ideal World that is not only the most desired but also the required decision.

I do hope that Pakistan will import all the 150 Locomotives for Pakistan Railway requirements from either GE or GM thus bringing the Pakistan Railways back to Health.

Better to go with GE engines..Unless of course the ministers fill up their pocket and buy another lot of junk ...

Chinese locomotives and engines were below standard, third class quality and couldnot live longer, so sad, what a shame !!!

The chinese locomotives were good its just they were not maintained properly..
