Not possible. Indian official claim is Mig-21 shot down F-16 and Pakistan official claim is 2 planes shot down and clear acknowledgment of no involvement in Mi-17. Both sides officially acknowledge second plane and it was shot down.

Isn't that enough time for a MANPADS? Hypothetically if a soldier was near the intrusion site and the plane was flying low enough he could have shot it down.

We have this arrangement that during peacetime, 10km on both side the air corridor is sort of buffer where we don't shoot each other plans as most of the incursions happen due to mistakes. Since it wasn't a declared war, it was not possible for either PAF or ground air defence to shoot down the IAF jets without breaking the established protocols. They released their standoff weapons without breaking the 10km buffer zone and there was no way for PAF to know their intentions and the action they took. It was IAF which broke the protocol and paid heavily the next day.
