IMPHAL: In one of the biggest rebel surrender ceremonies ever in Manipur, a whopping 103 cadres belonging to 12 different outfits on Monday laid down arms before chief minister Okram Ibobi Singh at the head office of the inspector general of the Assam Rifles here on Monday. MHA joint secretary (northeast) Sambhu Singh also attended the ceremony.

Congratulating the rebels for having taken the right decision to walk the peace path, the CM said peace and freedom from crime and terrorism are catalysts for development.

Home minister Gaikhangam, chief secretary DS Poonia, director general of police Ratnakar Baral and IG AR Major General U K Gurung were also present at the ceremony where the cadres, including two women, laid down 103 weapons including sophisticated rifles of different models, lathod guns and pistols.

Okram also applauded the role of the Assam Rifles in bringing about the surrender and helping the 'misguided youth' of Manipur with various rehabilitation programmes.

"While several armed groups are in peace dialogues with the government, many of them still choose to remain silent. We don't doubt that some of the outlawed groups may have genuine concerns. This is why talks and negotiations are called for," the CM said.

An AR statement said that it is evident from the surrender of so many rebels that the people of the state abhor violence and are desirous of leading a peaceful life. "With Manipur facing the scourge of terrorism for the past several decades, it is the general public who have to bear the brunt of the problems due to the presence of such militant outfits who indulge in senseless killings, extortion and anti social activities," it said.

The endless efforts made by the force to get misled youth back to mainstream with the support of the state government has shown a remarkable impact in the current 'improved security situation' of the state, the statement added.

The surrendered cadres belong to UNLF (numbering 22), Pulf (20), KYKL (9), Prepak (14), KNLF (8), KCP (10), PLA (9), and UNPC (4), two each of NSCN (IM) and KRF and one each of NSCN (K), KRPA and UPPK.

The eastern states have great mineral resources, we need to develop better infrastructure to connect these states to ports and industrial areas. There should also be programs to help the villagers learn about the advantages in moving with society rather than fighting a useless battle.
