10 Demands or 10 Commands

After going through profile and deliberations of the learned Qadri, I have reached to the conclusion that Dr. Qadri is innocent absolutely, he should be pardoned.
He is so innocent that in fact he issued a full set of 10 commands, nevertheless he is calling them demands.
When he is calling it demands, as the case is, then it means he acknowledged the sitting government, headed by Nawaz Shairf.
So what was acknowledged by him, he demands the government to be removed.
If these demands presented by him are scanned in the light of constitution, these so called 10 demands, are on the face of it ultra-viris.
These demands in fact are commands, but the question is under which authority can he issue it?
