I think its mainly because Pakistan has more stronger relationship with China and etc than with it's neighbors i think. After all, china and russia are the only two countries that had vetoed against NATO's intervention in Syria in turning that nation into another Libya or Iraq.

What UAE should really do is to help the poor and the needy that are suffering in Pakistan, Iraq and other muslim countries rather than allowing their neighbors in Saudi Arabia and Qatar in arming ISIS and other Islamist Jihadis in Syria and Iraq. UAE should also be helping the Rohingya muslims.
