Well what is happening in Mumbai is that they are not given hard cash but the ownership of the land that they occupy. That, according to me will also work, but again, in a city like Mumbai, to a limited extent. The city has no space! It needs lots and lots of people to move out please, thank you...
They are on land they do not own which is illegal. They do not belong there and need to go...now. Problem is not difficult to solve. Just pick a city and start relocating. Only thing that is needed is political will and a no-nonsense approach to doing things.

Why dole out money to those who do not work for it? This is not the Soviet Union.
Get rid of squatters, with force if necessary and relocate them to villages where they can be taught better ways of farming; can be provided a better life. More than half of our urban problems will be history if that is done.
This guy is not worth wasting your energy on. These anti India mods out here will not delete his posts so they will stay but you must ignore him and he will get tired and go away on his own. It worked before it will work again.
If they think that producing good MBA grads depends on carbon-copying IIM-A's campus design (with some ugly tweaks) then they are quite mistaken. This is a rather disturbing trend in Indian education that I am seeing.
